Laborer (Lrs) Jobs

This position is responsible to assist the Manager of Multistate Tax in the development, planning, consulting, negotiating, research, forecasting, and financial and legislative analyzing of all aspects of taxes. This includes compliance, reporting, accounting, audits, technical expertise and testimony (formal and informal), payment processing, and legislative and policy development for Basin Electric and its subsidiaries (other than income and payroll) in accordance with the Cooperative's policies and procedures; current federal, state, and local standards; laws, regulations, and guidelines; Uniform Standards of Professional Appraisal Practice (USPAP); and Generally Accepted Appraisal Principles.

Qualifications :

To perform effectively in this position, the incumbent must have advanced knowledge of and experience with property, excise, sales, gross receipts, coal conversion or multistate taxes, including knowledge of tax code, rules, and regulations which is acquired through the completion of a four-year degree in accounting, finance, or other business-related discipline and eight years of experience in the multistate tax administration discipline. The incumbent must have knowledge of property and/or sales/use tax statutes, rules, and regulations. Excellent interpersonal skills, leadership skills, and the ability to work with minimal supervision are required. This position requires strong analytical skills and proficiency in personal computer operation. A Master in Business Administration (MBA), Certified Public Accountant (CPA) or Chartered Global Management Accountant (CGMA) designations are preferred, as well as knowledge of fair market value concepts relating to property taxation, Uniform Standards of Professional Appraisal Practice (USPAP), Generally Accepted Appraisal Principles, and a working knowledge of transaction taxes.

Typical Physical/Mental/Environmental Demands:

This position requires frequent sitting and standing/walking; and occasional reaching below and above shoulder level, use of keyboard/computer, bending, kneeling, lifting/carrying up to 50 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination. This position requires good hearing and vision, and the ability to speak. It also requires the ability to develop plans, procedures and goals; present information to others; and work under stress to complete projects within deadlines.
