About The Position


The Junior Procurement Officer performs procurement services associated with acquiring commodities, services, design, construction, reconstruction and/or remodeling of county facilities, including professional services, etc., in a manner that maintains compliance and the highest ethical standards and complies with federal funding grant funding requirements.

We Require


  • One year of experience required with a bachelor’s degree in Finance, Business Administration, or Public Administration
  • Bachelor’s degree in Finance, Business Administration, Public Administration, Supply Chain Management, or a related field
  • No experience required with bachelor’s degree in Supply Chain Management
  • An equivalent combination of post-secondary education and/or job-related experience may substitute for the required education on a year-for-year basis

Job Contributions


  • Issue formal determinations such as Notice to Cure, Notice of Cancellation, etc., as required by law. Provide recommendations and advice regarding legal determinations according to applicable statutes and Maricopa County Procurement Code
  • Conduct public pre-bid/proposal conferences and public solicitation openings and serves as chairperson/facilitator for evaluation meetings and requesting Best and Final Offers
  • Review and analyze complex procurements in various commodity and service groups; determine the appropriateness of request; research various commodity and service markets for current specifications, job duties, market conditions, and trends in pricing
  • Develop and manage centralized, enterprise-level contracts, including requirements analysis, evaluation, determination, and approval of change orders and/or contract amendments
  • Evaluate responses to solicitations based on vendor qualifications, price, and conformance requirements, using economic and statistical data to evaluate the total cost of ownership
  • Coordinate with user departments and/or project Managers to facilitate/develop procurement requirements and specifications for solicitations. Prepare and issue formal solicitations, including Invitations for Bids, Requests for Proposals, and Requests for Qualifications, Design-Build, Construction Manager at Risk, etc.
  • Negotiate contract terms and conditions, award contracts, and monitor vendor performance; review departments or vendors’ requests for contract changes and present the justification for or against changes


Working Conditions


  • Work occurs in an office setting in downtown Phoenix office location (or approved alternative) Monday through Friday, 8:00 AM – 5:00 PM
