Summary:

Under minimal supervision, implements sanitation facility construction projects in rural Alaska , through hands on skills in the trade of plumbing. Projects are typically completed in a ‘force account” setting through a cooperative agreement between ANTHC and the community government.

Responsibilities:

Pre-construction Duties: Provide material takeoffs for plumbing requirements of the project; Provide cost and time estimates for the construction/installation of plumbing for projects.

Construction Duties: Provide Plumbing skills; train and direct skilled and unskilled labor forces; Provide Plumbing code inspection/installation of all plumbing work on projects; Conduct project activities in accordance with ANTHC guidelines.

Community Relations Duties: Observe and comply with all Federal, State and local ordinances, and the ANTHC Standards of Conduct; Work with the project superintendent to promote the ANTHC Division of Environmental Health and Engineering mission.

Performs other duties as assigned.

KNOWLEDGE and SKILLS

Applicants for this position will be skilled tradesmen with proven plumbing skills and experience in residential and commercial construction. Experience in the following areas is required:

· Knowledge of sanitation facilities (water and sewer) construction;

· Knowledge of rural Alaska logistics, conditions, and construction materials.

· Knowledge of cold weather construction.

· Knowledge of Alaska Native cultures.

· Skill in interpreting written plans and specifications.

· Skill in preparing plumbing material take-offs for the purpose of material ordering.

· Skill in communicating effectively with engineers, other field and community employees and residents.

· Ability to perform the full range of plumbing and mechanical tasks independently.

· Ability to interpret and follow plumbing code and specifications such as blueprints, manuals, sketches, and work orders.

· Ability to determine materials needed for the project and prepare cost estimates.

MINIMUM EDUCATION QUALIFICATION

High school Diploma or GED.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory – Five (5) years skilled trade work experience in plumbing and journeyman certification.

MINIMUM CERTIFICATION QUALIFICATION

Certificate of fitness as a Journeyman Plumber.

MINIMUM LICENSE QUALIFICATION

A valid State of Alaska Driver ’s license is required.

CAREER PATH AND PROJECT RESPONSIBILITY

DEHE “grows” the Plumber positions through formal training, on-the-job training and mentoring by the other Plumbers. Plumbers are promoted from within DEHE ranks to the fullest extent possible. Most Plumbers will begin employment at the Journeyman Plumber level. Advancement to the senior level will be based on performance, level of responsibility, experience, training, and recommendations by Supervisor’s.

ADDITIONAL REQUIREMENTS

Must possess verifiable Journeyman skills/certification in plumbing and pipefitting. Extensive travel to rural communities in small single engine airplanes is required.

WORKING CONDITIONS:

· Work occurs mostly outdoors in all types of weather and field conditions such as rain, fog, snow, mud, and cold weather.

· Food and Housing: Food is not provided by the ANTHC. Office Space is provided which ANTHC employees may use as housing.

· Time on site may vary from several weeks for small jobs to several months for larger jobs.

· Project Scheduling/Personal Travel: There are no scheduled project breaks for personal reasons, it will be at the expense of the individual and approved by the Project Engineer/Manger.

· Daily project activities will be under the direction of the Construction Manager. Personnel actions will be under the direction and approval of the Construction Manager and/or Field Manager.

MINIMUM PHYSICAL REQUIREMENTS

The following demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. Position is physically demanding and requires lifting and carrying equipment and supplies up to 100 pounds. Work may occur in uncomfortable positions, while frequently bending, reaching, stretching, crouching, and climbing.
