Introduction


The Wisconsin Department of Children and Families (DCF), Division of Family & Economic Security (DFES), Bureau of Analytics & Research (BAR), Data & Analytics Section (DAR) is currently recruiting to fill an IS Business Automation Specialist position. This position may allow hybrid work for a portion of the work schedule up to 95% depending on the employee’s preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.

For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Waukesha, Green Bay, Eau Claire, Wisconsin Rapids, La Crosse, Rhinelander, and Fond du Lac. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary


This position is responsible for monitoring, analyzing, and evaluating Employment Programs and other source data. This position ensures program integrity and data validity of the information produced from the bureau’s information systems, warehouses, and serves as the technical expert in these areas. These IT systems contain administrative information about individuals served by Wisconsin’s W-2 program as well as other employment programs administered by the Bureau of Working Families (BWF).

Salary Information


The starting salary is between $32.20 and $45.00 per hour ($66,976 and $93,600 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. The pay schedule/range is 07-33. A one-year probationary period may be required.

Job Details


Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.


Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications


Minimally qualified applicants will have:

  • Experience using a programming language for statistical analysis (such as SAS, R, SPSS) to analyze and refine large datasets
  • Experience leading or participating in business requirements gathering sessions (assessing business requirements, developing business process maps/flows, etc.)
  • Experience leading or performing User Acceptance Testing (UAT)
  • Experience analyzing, troubleshooting, and resolving issues reported by business users


Well-qualified applicants will have:

  • Experience working with large data systems (ex. PeopleSoft, SalesForce, Microsoft Dynamics, CARES Worker Web (CWW), CARES, KIDS, Wisconsin Work Programs, Business Objects, etc.)
  • Experience working with regulatory reports (ex. required State or Federal reports), submitting complete and accurate reports on time and in compliance with all requirements.
  • Experience performing data analysis using visualization or reporting software such as Tableau, Web Intelligence, Power BI, or similar.
