Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Alaska District is seeking to fill a Project Engineer position located in the Chugach Area Office. An ideal candidate will have strong experience in construction administration or a background in construction management. Strong leadership skills necessary. Responsibilities This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-9/11 grade level. At the full performance, GS-12, the incumbent will: As a Team Leader or Project Engineer, provides technical assistance and work direction to a quality assurance team of engineers and/or technical personnel responsible for thorough implementation of the government QA Program. Perform planning, design, construction and operation tasks in accordance with District Project Management Business Process (PMBP) matrices for milcon, environmental and civil works projects and Construction-Operations Division SOP's. Makes investigations and site visits to develop solutions to problems related to design and differing site conditions encountered during construction, using engineering and industry handbooks, agency and customer technical manuals. Obtains safety requirements of the contract and the Resident office safety goals through implementation of the government Safety Program and insuring effective development and implementation of the contractor's Safety Program. The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four-year course of study with a major in the professional or scientific field. Specialized Experience GS-9: One year of experience which includes assisting in conducting investigations and site visits to develop solutions to problems related to design and site conditions encountered during construction. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: landscape architect, architect, or engineering-civil, environmental, mechanical, or electrical. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
