Job Description
Summary You will serve as a Interdisciplinary Engineer in the Digital Analytics Inf and Adv Group, Int Battlespace Sim & Test Dept, Battlespace Div, Battlespace Projects Support Branch (AD6330M) of NAVAIRWARCENAC DIV. Responsibilities You will be responsible for making recommendations regarding current and future staff, assigning project personnel to teams, assigning tasking to personnel, managing workload balance and communicating the team needs with branch manager. You will work stakeholders to identify and document requirements, identify and communicate with high level stakeholders, and sponsors, meet product delivery requirements with respect to schedule and capabilities, organize and execute meetings. You will be responsible for the development and oversight of Naval Air Systems Command level naval aviation systems programs that meets the agency's needs of highest significance. You will direct the planning of resources, design, and carry out the work that accomplishes major engineering blocks of endeavor involving the strategic allocation of agency funding and resources. You will provide recommendations for cost, schedule and performance tradeoffs and ensuring work is consistent with agency goals and objectives. You will collaborate with other senior leadership on the technical path forward for software baselines, provide technical oversight and technical direction, and stay abreast of the latest technologies, setting policy and procedures. You will communicate effectively with high level stakeholders, solve requirements discrepancies across different stakeholder groups, and coordinate with multiple senior level engineers You will provide technical experts to identify and solve related issues concerning DevOps system design, development, and integration. You will ensure the project meets schedule and performance, and use your skills and experience in project management, resource allocation, technical oversight, and technical direction of software development efforts is required. You will use your expert knowledge of project management procedures and processes including configuration management, peer reviews, and requirements management. You will use systems engineering principles and practices to integrate systems across the test and training spectrum. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS 12/13) grade level or pay band (DP-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following. Examples of specialized experience include: 1) Leading project efforts in software development and operations practices to establish suitable methods of assessing and continually improving processes. 2) Directing and providing oversight for personnel technical efforts by providing recommendations for cost, schedule and performance tradeoffs 3) Establishing test goals, developing test methodologies, organizing and conducting tests, reducing test data, and analyzing results. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Engineering: To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
