Description


The Massachusetts Department of Mental Health (DMH) is seeking an experienced and dynamic Registered Nurse who will serve as an integral member of the Office of Inpatient Management (OIM) team. The selected candidate will be responsible for overseeing the promotion, planning, designing, coordination, and evaluation of the DMH inpatient computer educational programs to meet the learning and competency development needs of the nursing staff, as they pertain to the use and knowledge of the components of Electronic Medical Record and the Business Intelligence associated with the Electronic Medical Record.


The Nurse Informatics Specialist integrates Nursing Department philosophy, mission, goals, policies/procedures, and governmental regulations into computer educational programs/nursing care/practice by interfacing and collaborating with the inpatient care providers to optimize patient care.


Duties and Responsibilities (these duties are a general summary and not all inclusive):


  • Organizes and oversees the development, implementation, and evaluation of special Health Information System Projects.
  • Collaborates with the interdisciplinary staff in coordination, development, implementation, and evaluation of computerized educational programs for inpatient facility staff.
  • Works with the inpatient staff to integrate policies/procedures and government regulations into educational programs/nursing care/practice.
  • Optimizes workplace communications by maintaining accurate patient data; coordinates comparison of databases (benchmarking) with other agencies.
  • Collaborates with HIS vendor in the implementation the information system and oversees training for the facility staff when needed.
  • Partners with training personnel both to promote, develop, implement, and evaluate interdisciplinary educational endeavors related to the EMR and Information System.
  • Chairs and/or sits on several committees throughout the inpatient system of care including Nursing Departments, such as Facility Leadership, Management of Informational Services, etc.
  • Provides support for researching of clinical data within and outside the health information system to promote an environment for professional growth.
  • Participates and contributes to the inpatient units’ PI Program to manage processes that measure, assess, and evaluate the performance and improvement of staff, organizational management and integrates into nursing practice outcomes.
  • Performs special assignments and/or completes special reports as directed by Director of the Office of Inpatient Management to maintain administrative and clinical practices at the inpatient units
  • Coordinates the development, implementation, and evaluation of Health Information System orientation/programs for all nursing employees that meet the learning and competency development needs of the nursing staff as well as the organizational/educational goals of the DMH inpatient units.
  • Stays current with professional development in research/findings and professional practice in nursing specialty, CPR certification, licensure and participation in professional organizations which support and/or provide direction for nursing and healthcare issues.


Required Qualifications


  • Ability to gather information through observation, application of interviewing techniques and examination of records and documents.
  • Familiarity with Performance Improvement Methodologies.
  • Capacity to communicate effectively with staff, other disciplines and to draft accurate reports.
  • Understanding and ability to apply skilled management and leadership skills.
  • Skilled in the use of databases relevant to patient care in the psychiatric and substance use disorder treatment settings.
  • Knowledge of the principles and practices of healthcare including nursing policies, procedures, standards, and protocols.


Preferred Qualifications


  • Ability to obtain, store and retrieve data from healthcare database.
  • Understanding and ability to apply skilled management and leadership skills.
  • Technical computer skills.
  • Ability to obtain, Store and retrieve data from the Database.
  • Knowledge of applications commonly used in healthcare.
  • Familiarity with Performance Improvement Methodologies.
  • Given the population served, bilingual or multilingual fluency.
  • Technical Computer Skills
  • Monitor systems and patient care programs.
  • Knowledge of policy development.
  • Training staff and components of HER.
  • Monitor systems and patients.
  • Knowledge of the principles of Electronic Health Records including nursing policies, procedures, standards, and protocols.


Please Note: The incumbent will be required to travel to DMH Facilities across the State as required.

Qualifications

Minimum Entrance Requirements


Applicants must have at least (A) two years of full-time, or equivalent part-time, experience as a registered nurse in a recognized hospital, clinic or medical facility and (B) of which at least one year must have been in a supervisory, administrative or managerial capacity or (C) any equivalent combination of the required experience and the substitutions below.


Substitutions


I. A Graduate degree with a major in Nursing may be substituted for a maximum of one year of the required (A) experience.* No substitutions will be allowed for the required (B) experience.


  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.


SPECIAL REQUIREMENTS FOR ALL LEVELS IN SERIES: Current and valid registration as a professional nurse under the Massachusetts Board of Registration in Nursing.*


  • Recent graduates from an approved school of nursing must have applied for the first available registered nurse examination. Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's license may be required.
