Job Description
The Office of Civil Justice was established by the Civil Charter and it is part of the City’s unprecedented investment in free legal services to New Yorkers in need. The Office of Civil Justice consolidates the City’s various legal services programs at DSS and works to increase the availability of legal services citywide. The Office coordinates with legal services providers; the court systems; the advocacy community; elected officials, City officials inside and outside of DSS; policy makers; tenants in need; and other key stakeholders. This unit oversees an annual legal services contract portfolio in excess $100 million.

Under general direction of the Civil Justice Coordinator, with wide latitude for independent initiative and judgment, the Immigration Justice Coordinator performs responsible work to support the Office in efforts aimed to enhance and improve immigration legal services for New Yorkers in need. The Immigration Justice Coordinator will liaise among various stakeholders to design, implement, manage and evaluate multiple civil legal services policy initiatives.

  • Develop, direct and manage court-based and community-based outreach strategies to promote the City's civil legal services programs. Present to management (written and oral) recommendations regarding processes, methods and/or program models that could be implemented to enhance program awareness.

  • Coordinate and conduct field evaluation and community-based research/surveys of existing and needed civil legal service programs. Report findings and make recommendations to management (written and/or oral) regarding processes, methods and/or policies and procedures that could be implemented to enhance the delivery of civil legal services to the community.

  • Manage relationships with external contacts and coordinate interagency efforts to execute programs, deliver messaging and receive case referrals as well as program recommendations that further civil legal services policy goals. Present to management (written and verbal) recommendations regarding processes and/or methods that could be implemented to enhance coordination.

  • Support the development, management, research and evaluation of new civil legal service programs and policy initiatives, and identify opportunities for the expansion of civil legal services.

  • Prepare reports, policy statements and planning documents. Facilitate trainings and informational sessions for external and interagency stakeholders regarding policies, procedures, program implementation and/or management.

  • Coordinate and/or participate in special projects as assigned.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

  • Communication skills, including the ability to clearly relay information and policy to a variety of audiences (including community -based organizations and interagency staff).
  • Time management and the ability to prioritize while working on multiple projects simultaneously.
  • Ability to make data driven recommendations to management.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
