Firebird AST is looking for a TOP SECRET/SCI clearedHUMINT collections Subject Matter Expert (SME) to support SOCPAC in Camp Smith, HI.


RESPONSIBILITIES

  • Review and expedite publication of IIRs, coordinate with analysts and facilitate source validation and report validation.
  • Communicate, organize, assess, and monitor the determination, organization, and prioritization of SOCPAC HUMINT and Counterintelligence collection requirements.
  • CONUS and OCONUS travel may be required.
  • Establish procedures for rapid dissemination of threat-related or actionable information in support of FP, time-sensitive targeting (TST), and time sensitive collection requirements.
  • Provide intel products and support to SOCPAC and disseminate to SOCPAC and USINDOPACOM component units, interagency, governmental organizations and partner nation forces supporting the Special Operations Forces missions.
  • Provide management and oversight of CI and HUMINT activities reporting in accordance with (IAW) governing instructions and requirements.
  • Integrate requirements across tactical, operational, and strategic levels of operations which include direct support to the planning and operations staff to identify capabilities and limitations of enemy forces and identifying potential enemy vulnerabilities.
  • Ensure collection requirements listed on incoming intelligence information reports (IIR) are appropriate to the information provided in the reports. Work with the command’s CI/HUMINT analyst to track source reporting against CI and HUMINT PIRs, Essential Elements of Information (EEI), and source directed requirements.
  • Coordinate with the Counterintelligence Operations Cell (CIOC) and HUMINT Operations Cell (HOC) to establish and maintain a process for tasking CI and HUMINT collectors in the operational area as well as ensuring SOCPAC assets with the joint force are provided with specific and prioritized tasking to satisfy commander’s critical information requirements (CCIR) as well as provide advisory tasking to special operations forces (SOF in response to validates Priority Intelligence Requirements (PIR).
  • Maintain liaison with the CI and HUMINT collection requirements managers throughout the joint force.
  • Provide source management process registering and monitoring use of sources involved in CI and HUMINT operations to protect the security of the operations, to avoid conflicts among operational elements, and to detect detection attempts. Sources will be registered in designated, Integrated Defense Source Registration System (IDSRS) compliant source registries to ensure DoD sources are de-conflicted at all levels and coordinated with other USG agencies.

REQUIREMENTS

  • Five (5) years of experience with collection management and briefing within USINDOPACOM/INDO-PAC AOR Intelligence Enterprise, the U.S. Intelligence Community, and the Interagency.
  • Six (6) years’ of experience with three (3) years of SOF experience integrating requirements across tactical, operational, and strategic levels of operations to include direct support to the planning and operations staff to identify and make recommendations on ISR capabilities and limitations.
  • Ten (10) years of experience communicating, directing, organizing, assessing, and monitoring the determination, organization, and prioritization of Intelligence, Surveillance, and Reconnaissance (ISR) assets/platforms to include HUMINT, SIGINT, OSINT, GEOINT, and MASINT collection.
  • Four (4) years’ of experience defining operational, logistical and administrative business objectives for All-Source Intelligence Collection Requirements Management.

EDUCATION

  • Bachelor’s (BA/BS) degree in any field

CLEARANCE

  • Current DoD Top Secret clearance and eligible for SCI access
