Job Synopsis

This position is located in the Family Services Administration (FSA) of the Department of Human Services. FSA is dedicated to providing a comprehensive range of homeless services for District Residences enabling them to move away from homelessness and become self-sufficient. The incumbent works as a team member and advisor to the Deputy Administrator regarding coordination of homeless services programs for Permanent Supportive Housing and Rapid Rehousing Housing programs. Provides resources or educational support to homeless, at risk homeless, constituents and stakeholders including internal and external communities and agencies; utilizes social services professional knowledge and experience as it relates to mental health, substance abuse, and disabilities to provide comprehensive services that meet the constituents urgent needs; assesses and provides referral services, community based services and other government programs, and communicates with the Deputy Administrator and cross-functional emergency service providers and documents the overall level and effectiveness of the services provided. Coordinates outreach and transportation services for homeless individuals and families in the District. The incumbent is also responsible for coordinating emergency services for the Homeless Service Program and assisting with the overall coordination of emergency services for the Homeless Service Program.

The Family Services Administration (FSA) helps individuals and families experiencing homelessness, people with low income, adults at-risk for abuse or neglect, teenage parents, families experiencing challenging times and refugees to become stable and fully self-sufficient through an array of social services, assessments and case-management and crisis-intervention.

Duties and Responsibilities

Coordinates all services under the program and respond to policy issues and complex cases. Coordinates programs, services, and intensive wraparound social services with DHS contractors and providers. Participates in the development and implementation of program plans, policies, and procedures for programs within the division which may include assigning homeless adults and families to DHS contractors for housing and case management services. Assists with the oversight of monitoring and evaluating the contractor’s delivery of case management services. Conducts home visits as well as on-site contractor visits at various facilities. Conducts oversight monitoring of facilities and provides technical advisement and assistance.

Performs engagement, advocacy and conflict resolution among homeless/housed clients, contractors, landlords, community stakeholders, and other service providers. Participates with the development of policies and procedures for case management services for current and formerly homeless adults and families. Participates with developing and maintaining policy and procedural guidelines for housing chronically homeless, disabled and medically fragile adults and families. Tracks funding sources data (e.g., subsidy and voucher) for housing and case management services. Provides reports on program data (e.g., housed/homeless clients, demographics, and housing resources).

Qualifications and Education

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

AND

Specialized Experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions/Environment

The work is performed primarily in the community with clients in setting that include residential home/apartments, community centers, schools, service agencies and court facilities. Work is also performed in an office setting.

Position Designation: This position has been designated as Protection Sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

  • Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
  • Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
  • Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
  • Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
