Job Description

Duties

As a High Voltage Electrician (Craftsman-In-Training) you will participate in a program designed to train, appraise, and develop craftsmen as they progress through the various stages to the fully competent journeyman level. Responsibilities of a trainee include:

  • Initiate and submit the Monthly Tracking Record. The monthly tracking record is a joint record made by the trainee and the supervisor/foreman showing where the trainee's hours are being spent. The intent of the monthly record is to create a dialogue between the foreman and the trainee, and it should be submitted within 2 weeks after the end of each month.
  • Inform the supervisor/foreman and the CTC promptly if, for any reason, if specified training material cannot be completed in time to meet the normal End-of-Level (EOL) exam schedule.
  • Complete all training material/lessons for grading and comment. These lessons need to be submitted to the Craft Training Coordinator (CTC) by the end of the fifth month of each six-month level to ensure advancement occurs on schedule.
  • Participate in all scheduled orientation and training and completes each level required to fulfill training program requirements.
  • Identify problems and issues, and provide feedback that affects progress in the program using the online feedback form. The feedback form must be completed before the trainee is advanced to the next level.

  • This position requires an initial drug test prior to appointment and random drug or drug and alcohol testing thereafter. Failure to test or a positive result on random drug or drug and alcohol tests conducted after appointment may result in removal from Federal employment.
  • Must wear Personal Protective Equipment (PPE) as required.
  • This position requires the incumbent to climb transmission structures averaging 65 feet but up to 500 feet on occasion, and communication towers up to 400 feet.
  • Suitable for Federal employment, as determined by a background investigation.
  • If you are tentatively selected for this position, you will be required to have a physical examination that will determine whether you are qualified to perform the duties of the position. An offer of employment will depend upon your successfully passing the physical examination.
  • This employer participates in the e-Verify program.
  • Must wear Arc Rated protective clothing when in proximity to exposed energized circuits.
  • Personal maximum weight may not exceed 280 pounds at time of appointment. Personal weight will be determined at the time of physical examination and final job offer will be contingent upon verification that individual's weight does not exceed this amount.
  • May be required to successfully complete a probationary period.
  • This position requires the ability to operate a Government vehicle. The incumbent must be able to obtain and maintain Defensive Driver certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • This position may require regular and recurring overtime. Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements.
  • This position requires completion of an annual medical examination at Federal expense.
  • Must be able to obtain and maintain a Class A Commercial Driver's License (CDL) to operate vehicles of more than 26,000 pounds GVWR. The CDL must be obtained within 90 days of employment. The hiring organization will work with you on obtaining your CDL.
  • Must be a U.S. Citizen or National.

Minimum qualifications for selection of Craftsman Trainees are as follows:

  • Employment as a Western journeyman in the craft occupations (i.e. in the "WB" pay plan) OR
  • Completion of a 4-year apprentice program in a related craft OR
  • Employed at the journeyman level (i.e. a level achieved by at least 4 years of training) in a related craft.
  • The applicant must have some specialized craft experience in or directly related to the occupation of the advertised craft, AND at least one of the following:
    • Completion of a 4-year apprentice program in a related craft OR
    • Employment as a Western journeyman in the craft occupations (i.e. in the "WB" pay plan) OR
    • Employed at the journeyman level (i.e. a level achieved by at least 4 years of training) in a related craft.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibility:
The craftsman may work individually, with another craftsman, or as a member of a full crew supervised by craftsman foreman. Provide technical guidance and training to apprentices. Work is assigned by the foreman and may include work to extend over as much as a 1 to 2 week period. Instructions may be oral or written and require the use of drawings, diagrams, or manuals. Work is carried out independently much of the time, although radio or telephone contact with the foreman is usually available. Work is usually accomplished in accordance with established procedures or policies although unique or unusual jobs may allow independence in the selection of work sequence and method of accomplishment. Work is spot checked for adequacy, workmanship, and timeliness.

Physical Effort:
Active climbing, lifting, working in strained positions. Work from ladders, scaffolds, and man-lift devices. May work from substation's support structures which requires the use of appropriate fall protection equipment. Install and repair equipment in confined and enclosed spaces. Regularly lift and carry items weighing 50 pounds or more.

Working Conditions:
Be able to wear protective apparel (such as respirators, steel-toed footwear) when required for worker safety. Work is both inside and out-of-doors with exposure to hazardous materials and the possibility of electric shock, falls, bruises, cuts, burns, strains, and inclement weather. May be required to fly to work sites by either fixed wing aircraft or helicopter. Work may require considerable travel requiring temporary lodging away from the duty station.
