  • The annual salary for this position is $102,218 - $158,574. The salary range, identified in the job announcement, is for a new hire who is not yet a member of the Public Employees Retirement System (PERS). After becoming a member of PERS (usually after six-full calendar months of employment), the required 6% employee retirement contribution will be deducted from your pay, and your salary will be increased by 6.95% to help offset that and other cost increases (such as Medicare, Social Security, state taxes, and federal taxes). For new hires who are already active PERS members, the 6% salary deduction and 6.95% salary increase will be effective immediately upon hire.
  • 10 paid holidays, 2 floating holidays, 3 personal business days, separate sick and vacation paid leaves (prorated for part-time employees), and other employee benefits such as optional insurances and flexible spending plans.
Position Highlights
The
Marion County Circuit Court
in Salem, Oregon, is hiring a Hearings Referee.
In this role, you will be required to obtain pro tempore status from the Oregon Supreme Court and will serve as a Hearings Referee/Judge Pro Tempore at the direction of the Presiding Judge. You will conduct hearings and investigate the facts of each case by hearing testimony and examining evidence. The legal matters you preside over may be civil, criminal, domestic relations, landlord/tenant, small claims, civil commitment, or probate. You will spend part of your time researching probate cases and providing recommendations to the Probate Judge.
Other duties include:
  • Instructing parties on legal rights and procedure as required by law, making findings of fact according to the applicable law, and issuing judicial orders and judgments
  • Providing information to attorneys, litigants, agencies, court staff, and the public about processing and scheduling various matters
  • Addressing party concerns, complex questions, and problems
  • Explaining and interpreting policies and procedures
  • Ruling on ex parte matters
  • Assisting judges as needed
  • Responding to complex legal questions
  • Handling difficult cases or customers

Minimum Qualifications

The qualified candidate must have a Juris Doctor degree from an accredited law school
AND
Five (5) years of experience as a trial attorney in criminal, civil, or family litigation.
AND
The qualified candidate must currently be approved by the Oregon Supreme Court to sit as a Circuit Court Judge pro tempore.
OR
If not currently approved, the qualified candidate must be approved and complete the process to sit as an Oregon Circuit Court Judge pro tempore within 60 calendar days of the date of hire (additional days to complete the process may be granted to address circumstances beyond the control of the candidate).

  • Proficiency serving as a judge pro tempore for a circuit court.

Working Conditions
  • The employee must obtain and maintain a pro tempore appointment to sit as a circuit judge.
  • Daily exposure to situations that are highly charged with strong emotions.
  • This is a full-time limited duration position. The workdays and hours will vary depending on courtroom coverage needs. The position is FLSA exempt and not eligible for overtime compensation for hours worked in excess of 40 per workweek. Note: If you are a current OJD regular status employee, acceptance of a limited duration status position does not change your status to limited duration (although trial service status may still apply). See Judicial Department Personnel Rules 2.42 and 6 for more information or contact your assigned HR Manager.
  • The employee must maintain membership in good standing with the Oregon State Bar.
  • Frequent contact with people from diverse backgrounds and with people who may at times be angry, hostile, confused, frustrated, or experiencing trauma.
  • Regular use of the following office equipment: telephone, OJD-assigned computer with multiple monitors, copier, fax machine, and scanner.
  • Frequent work before and after regular courthouse hours is required.
  • Long periods of sitting may be required.
