Job Description

Duties

The incumbent is expected to work under the supervision of the Prosthetics & Sensory Aid
Service Chief or VISN 4 Orthotic Prosthetic Service Chief. The service chief sets the overall
goals by defining the objectives, priorities, mission, and deadlines for the service. The
incumbent will be responsible for all aspects of his/her work in orthotic soft good fittings,
documentation and assigned fabrication projects, including workflow and quality,
identification of a problem and reporting to the Supervisor. The incumbent will manage
his/her workspace in the lab and maintain a clean working environment. The incumbent
reports clinically to the Certified Practitioners.
The Health Technician is guided by established procedures and published literature of the
VACO, the Orthotics and Prosthetics profession, and those familiar to Certified Orthotists
and/or Prosthetists, as well as VISN and Medical center standard operating procedure and
policies. The guidelines will include instructions from physicians, nurses, written
documentation in the medical record. Exercises judgement to select, adapt and interpret the
most appropriate guidelines making minor adjustments to adapt the work to individual
patients. The incumbent uses experienced judgement in the application of guidelines and
manufacturers instructions, prescriptions, and other guidance from the Orthotist/Prosthetists
in the construction, adjustment, final shaping, and finishing of fabricated devices to ensure
comfort, proper fit and function for the patient. He/she exercises independent knowledge and
judgement in the selection, fitting, and adjustment of appropriate prefabricated/off-the-shelf
items to ensure comfort, proper fit and function based on information provided by the
provider.
MAJOR DUTIES AND RESPONSIBILITIES
Custom Device Fabrication:

  • Applies prefabricated orthopedic devices such as but not limited to, Lumbo-sacral supports, knee braces, knee sleeves, compression hose, ankle supports, trusses, non-custom therapeutic shoes, over-the-counter foot orthotics with limited supervision.
  • Fabrication of custom foot orthotics. The incumbent adheres to specifications, conformance to models and tracings provided by the practitioner requesting the service.
  • Fits and dispenses non-custom orthotic soft goods. Assists with the repair, fitting and dispensing of orthotic appliances.
Device Evaluation/Consult:
  • Post stock issues for the items issued to patients and packaging/mailing items to patients' homes.
  • Making patient appointments and answering telephone inquiries directed toward the Service and respond appropriately.
Inventory/Equipment Management:
  • Assist in the managing of orthotic and prosthetic inventory within the department. Ensures inventory locations are kept clean and organized. The incumbent may be required to unpack shipments, check packing slips against orders and contents of the shipment and assemble the necessary documentation for orthotic and prosthetic items needing to be reordered.


Work Schedule: Monday-Friday 8:00am to 4:30pm

Physical Requirements: The position demands a moderate degree of exertion and a high degree of dexterity, long periods of standing and long-distance walking from clinic to clinic may be required. Other
physical demands will include but not limited to; bending, kneeling, some lifting (not to
exceed 50 lbs.) and work with some power tools.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-08 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Specialized Experience: Examples of specialized experience would typically include, but are not limited to:
  • Assesses patients with impairment of human movement or musculoskeletal abnormalities that would otherwise impede their ability to participate in their social environment or other activities in order to determine a functional intervention.
  • Interprets consults as submitted by VA clinicians, ensures the legal requirements governing eligibility and entitlement to prosthetic and orthotic devices are met.
  • Takes scans, impressions, measurements, and modifies as necessary to ensure proper fit and function of the item.
  • Implementation of pedorthic treatment plan including plaster modification, material selection, fabrication of pedorthic devices, device structural evaluation, initial gait training.
  • Ability to communicate effectively orally and in writing.
  • Contacts provider with any questions regarding requested item. Performs patient screenings relative to the prosthetics program.
  • Assists trained / privileged medical providers with prescription formulation for therapeutic footwear and fabricated devices. The incumbent will advise as to the benefits and risks associated with different styles of pedorthic devices.
  • Document adjustments, functional changes, and modification to the treatment plan in the patient's medical record.
  • Performs appropriate documentation of workload, procedure coding, progress notes in electronic medical record, appointments, and encounters.
  • Answers telephone inquiries, My Healthy Vet questions, emails, provider questions regarding a patients pedorthic care, or other similar forms of communication. Addresses general PSAS questions and directs to subject matter experts if additional information is needed.

There is no educational substitution for the GS-08 level.
