Health Sciences Project Manager


Key Role:


Provide program management, contract management, and acquisition support to government and health research clientele for the execution of multiple research and development programs related to the development and manufacturing of medical countermeasures. Develop and manage program plans and financial tools to provide appropriate oversight to multiple programs, contracts, and budgets in a portfolio. Analyze and evaluate programs, plans, and metrics to ensure alignment with client mission and goals and to identify program risks and problems. Assist in leading program oversight from inception of projects through transition, with attention on programmatic metrics and milestones, such as cost, schedule, and adherence to contractual requirements. Coordinate workflows among agency and response leadership, stakeholders, interagency partners, and potential user communities. Provide contract management, acquisition support, and business operation support, including scheduling, coordinating, and hosting technical meetings, capturing key points and action items from meetings, developing and editing various documents and presentations, tracking action items to completion, and briefing leadership. Participate in the growth of the life sciences capability through client engagements, branding and marketing activities, and development of intellectual capital.


Basic Qualifications:


  • Experience leading program or project oversight from inception through completion or transition, including meeting and tracking programmatic metrics and milestones
  • Experience working with research and development projects and teams with a variety of backgrounds and assisting in collaboration coordination with federal government agencies, industry, and international organizations
  • Experience in managing program schedules, budget, and contractual requirements
  • Bachelor's degree in Biological Sciences, Chemistry, Engineering, Public Administration, Business Management, Business Administration, or a Life Sciences field
  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements
  • Ability to work in a fast-paced environment
  • Ability to design, procure, and execute programs in support of leadership
  • Ability to analyze and evaluate programs, plans, and metrics for mission and goal alignment or risk identification
  • Experience providing program, contract management, acquisition, budget, and business operation support and working with health sciences, pharmaceutical sciences, supply chain management, or government stakeholders
  • Experience delivering briefing presentations, moderating meetings, engaging in unstructured verbal interactions, and providing advice to senior government officials


Additional Qualifications:


  • Ability to adapt and be flexible when performing work assignments
  • Project Management Professional (PMP) Certification or equivalent a plus
  • Public Trust preferred
  • Ability to think creatively to conceptualize research directions, analyze trends, and help develop justifications for new research and development investments
  • Experience working with the biopharmaceutical industry or vaccine development projects
  • Experience with government acquisition process and federal personnel roles and responsibilities
  • 8+ years of experience with project management
  • Experience organizing, coordinating, or hosting technical meetings or workshops
  • Master's degree in Biological Sciences, Chemistry, Engineering, Public Administration, Business Management, Business Administration, or a Life Sciences field

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $81,800.00 to $186,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
