Job Description
Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Minority Health (OMH), Policy & Program Alignment Group (PAG). As a Health Insurance Specialist, GS-0107-13, you will serve as an expert in interpreting statute and developing Federal regulations, policy statements, and other program guidance relating to national health insurance programs. Responsibilities As a recognized expert on the team, utilizes knowledge of Medicare policy work to interpret statute and develop federal regulations, policy statements, and other program guidance. Conduct analysis of policy issues and topics by researching background information, the origin of laws, and the intended impact in order to make effective policy recommendations. Attend meetings and conferences with CMS staff and serve as a source of background data on the basis of research performed in preparation for the meetings and conferences. Develop and review health care policies and legislation in order to draft related policy documents, regulations, procedures and guidance to states. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Providing written and/or verbal analysis of health equity implications and impacts on programmatic and policy issues in order to understand and eliminate barriers to members of underserved communities., (2) Developing regulations, manuals, program guidelines, program memoranda, policy letters, and/or instructions that advance health equity and meet the needs of underserved communities and health care professionals, as well as other stakeholders who serve such communities., and (3) Managing the development and implementation of activities in federal programs to address the needs of underserved communities, including the operational aspects of such programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
