Job Description


Great opportunity to be in a key leadership role within Global Engineering & Facilities (GEF) will lead the Capital Management function, reporting to the Head of Global Engineering & Facilities and serving as an active participant of the GEF leadership team. This role will be responsible for creating and maintaining a strategic program for all relevant capital portfolio, capital planning, project management, and project control elements. This role will ensure successful front-end planning, execution, and delivery of the PO&T capital portfolio in accordance with safety, quality, scope, cost, and schedule expectations from all relevant stakeholders.


What You’ll Do


This individual will be accountable for the global large capital portfolio ($100 - $500M) for Biogen PO&T currently with drug substance and drug product facilities in North Carolina (USA) and Switzerland serving various modalities in large molecule, small molecule, antisense oligonucleotides (ASO), and Gene Therapy. Four (4) sub-functions will report into this individual including Capital Portfolio Management, Capital Planning, Project Management/Execution, and Project Controls. This individual will be accountable for consistent and accurate delivery on the capital annual operating plan of Biogen PO&T beginning with a robust front end planning capability followed by systematic stage-gate project execution bolstered by enhanced project controls capabilities.


The objective of this function is to execute front end capital planning processes (Long Range Planning, Master Planning, Front End Planning) and strategic capital projects on behalf of site operations. This function will develop, execute, and maintain robust capital planning processes that result in optimized allocation of capital for site operations. This function will significantly raise capital project performance level and bring value to site operations through consistent, accurate, and precise delivery of site projects in line with expected outcomes (approved business case) in the most aligned, standardized, efficient, safe, and compliant manner.


Under the leadership of this individual, a comprehensive capital program of best practices and procedures built on a culture of compliance will be finalized post haste that aligns Biogen with leaders in industry and maximizes probability of success for the portfolio.


This leader must have full comprehension of the capital operating model, ability to analyze complex data and offer effective mitigation instruction, and positively influence directs and the matrixed organization to apply critical thinking and work in a systematic project life cycle approach.


This role will also be accountable for managing all capital project financial / accounting audits within the scope of the project portfolio managed.


This individual will be accountable for stakeholder management at the senior leadership levels and ensuring proper sponsorship and execution of roles & responsibilities with interdependent matrix partners (i.e. cross functional groups at the global and site level) who are instrumental to the outcome of the capital portfolio; drive decision making process with robust business case and operational model for capital; establish appropriate governance for planning and project execution.

Qualifications


Required:


  • MBA is preferred but not required
  • Strong communication and presentation skills
  • 15+ years combination of portfolio management, project management, project engineering, and project controls embedded in an operational and / or corporate capital projects group responsible for direct project management / project planning of large portfolios (e.g. annual capital spend greater than $100m USD); includes 10+ years in Pharmaceutical, Biopharma industries
  • Ability to influence individuals and functions at both site and global level
  • BS, MS, or other advanced degree in engineering, construction management or relevant sector
  • Experience working directly with executive management on portfolio / project planning and execution
  • Ability to effectively communicate value proposition and business justification for projects and advocate for the needs of the overall project portfolio in order to achieve company goals working with stakeholders across a matrix organization
  • Demonstrated leadership abilities leading a capital portfolio and projects organization
  • Experience using an enterprise level project and portfolio management tool to execute project control activities
  • Proven project management and technical knowledge with demonstrated ability to deliver safe, effective and fully compliant projects across a broad portfolio
  • Ability to drive decision making with robust business case and support model
  • PMP and/or PMI certification is preferred but not required
