Job Description

Duties

  • Plan and conduct a variety of highly complex analytical studies, reviews, and trend analysis of policies and procedures of all awarding units.
  • Serve as the key official in developing, formulating, presenting, and implementing Other Transaction Agreements (OTA) and Financial Assistance (grants, cooperative agreements, and loans) policies, standard operating procedures, and training.
  • Analyze and identify areas of OTA and Financial Assistance policies and procedures requiring the development of new policy or the modification of existing grants policy source documents.
  • Conduct special projects on a variety of OTA and Financial Assistance policy issues, working in conjunction with DOC staff and a wide range of senior staff both within and outside the agency.
  • Develops, conceives, plans, and implements policies and guidelines affecting broad, emerging, and/or critical agency programs.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST). Specialized experience is defined as experience developing, formulating, presenting, and implementing policies, standard operating procedures, and training for Other Transaction Authorities and Financial Assistance (grants, cooperative agreements, and loans). Experience establishing partnerships and maintaining effective communication with internal and external partners.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
