Why does the job exist?

The purpose of this position is to provide Federal grant oversight. This position is responsible for monitoring, analyzing, and reporting expenditures funded by federal grants. The position is responsible for financial reporting and preparation of monthly, quarterly, and annual financial reports. The position ensures compliance with federal regulations, generally accepted accounting principles, and department policies on grant accounting.

How does it get done?

Performs grant related federal post award budget and expenses analysis. Maintains complete and accurate grant files. Analyzes financial information on federal grant funds to identify potential budget variances, developing procedures, and conforming to established financial practices and regulatory requirements.
Prepares and submits required financial reporting documentation to funding sources. Performs grant closeout accounting functions required by the funding entities including reconciliations using general ledger, budget reports, and financial status reports. Communicates effectively with federal program and fiscal specialists. Attends training sessions offered by federal agencies and ensure the department is operating under the most current regulatory and policy directives.
Maintains regular communication with program grant managers ensuring effective flow of information and program costs, grant related activities, problem resolution and information gathering. Assists with time and effort reporting process, ensuring it is completed and in compliance with applicate regulations and well within specified and required deadlines.
Assists in the preparation and coordination of schedule for Uniform Guidance Single Audit. Prepares the annual schedule of expenditures of federal awards ensuring it is accurate and within regulatory requirements. Works closely with management and external auditors by providing copies of reports and supporting documentation, answering questions, and performing all other duties as assigned.

Minimum Qualification

Bachelor's degree in Accounting, Finance or Business Administration and two (2) years of experience in budget preparation, budget monitoring, governmental accounting and/or federal grant reporting. Substitutions Apply. See Substitution Table below.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Ability to lift 25 lbs.
