The Office of Geospatial Information (OGI) is seeking to fill a GIS Specialist position for the Department of Natural Resources. This position requires someone that can help us communicate the vision of expanding the use of geospatial technology within the Missouri Geological Survey (MGS). You’ll be responsible for developing, maintaining, and supporting GIS activities for MGS. You will be involved in developing exciting GIS applications such as the Real-time Groundwater and Soil Moisture Monitoring Network, developing methodology for extracting geologic features using AI techniques, developing field mapping applications for geologists, developing GIS apps for the newly formed Missouri Hydrologic Information Center (MoHIC).

This position is within the Office of Administration Information Technology Services Division, Office of Geospatial Information (OGI).

What you’ll do:

  • Help GIS users of the Missouri Geological Survey for their GIS needs. This support may include help with data creation, data editing, and any technical issues related to GIS desktop software.
  • Participates in other GIS activities as assigned.
  • Guides GIS data acquisition, implementation, and management of geodatabase schema, with consultation with GIS Manager.
  • Serves as an expert on spatial technology matters.
  • Consult and closely work with GIS Team Manager and other team members to evaluate and plan organizational GIS needs.
  • Plans, coordinates, facilitates, and works on specific GIS projects and activities within the assigned agency/division.
  • Plan, design, and develop ESRI ArcGIS Online Web applications including Operations Dashboards, custom interactive web map applications, field maps applications, and hub sites with custom initiatives.
  • Create ArcGIS Server web services and utilizes REST services to develop Web applications. Create ArcGIS GeoEvent Services for near real-time data acquisition from environmental sensors for monitoring and situation awareness.

All you need for success:

  • Successful background check results are required for employment in this position. This may include background checks involving a candidate’s name and/or fingerprints and other screenings as needed for the specific position.
  • Ability to convey technical information and concepts to non-technical staff and stakeholders.
  • Excellent communication skills, both verbal and written.
  • Bachelor’s degree in GIS, Computer Science, Geography, Environmental Science/Geology, or a closely related field with a strong GIS/IT emphasis.
  • Ability to be self-motivated, exercise independent judgment, and take action on it.
  • Experiences in ESRI cloud-based technology that is utilized by ArcGIS Online.
  • Working knowledge or skills in ArcGIS Server and GeoEvent Server services.
  • Ability to learn and adapt to changing GIS technologies and capabilities.
  • Working knowledge of geodatabases, database design, creating database views using SQL.
  • Ability to define a problem, analyze relevant information, and develop solutions and plans to solve the problem.
  • Ability to develop and sustain cooperative working relationships.
  • Skills in Python (especially ArcPy/ArcGIS API for Python), Arcade, or any other scripting language such as JavaScript, or SQL programming.
  • Ability to learn and integrate different technology platforms in creating solutions for complex business needs.
  • Serves as an expert on spatial technology matters.
  • Ability to troubleshoot complex GIS applications.
  • Comprehensive knowledge and experience with ESRI ArcGIS Desktop Products and extensions (such as Spatial Analyst, Arc Hydro, Network Analyst, 3D Analyst, Geostatistical Analyst, etc.).
