Job Description
Position Summary

To plan, direct, manage and oversee the activities and operations of the Geographic Information System (GIS) Division of the Planning Department including the development, design and implementation of the City's Geographic Information System program; to coordinate assigned activities with other divisions, departments and outside agencies; and to provide highly responsible and complex administrative support to higher level management staff.

Minimum Education, Experience And Additional Requirements

Related education and experience may be interchangeable on a year for year basis.

Bachelor's degree from an accredited college or university with major course work in computer science, data sciences, planning, geography, business administration, public administration or a related field, plus seven (7) years professional GIS experience to include four (4) years direct supervisory experience in a management and/or administrative capacity.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Driver’s License, or the ability to obtain by date of hire.
Possession of a City Operator’s Permit (COP) within 6 months from date of hire.

Preferred Knowledge

  • ESRI ArcGIS applications including, ArcGIS Desktop, ArcGIS Pro, ArcGIS Server, ArcGIS Portal, and ArcGIS Online
  • Microsoft Office products, including Outlook, Excel, Word, PowerPoint, and Visio
  • Cartographic, geospatial analysis, and statistical methods and standards
  • Principles of establishing and maintaining effective working relationships with staff, colleagues, and City officials
  • Principles of supervision, training, and performance evaluation
  • Operation and deployment of computer hardware and large format plotters
  • Principles and practices of municipal budget preparation and administration
  • Operational characteristics, services and activities of a comprehensive GIS program
  • Multiuser enterprise geodatabase deployment, maintenance, and replication
  • Advanced principles and procedures of systems analysis, design, programming, planning and documentation, and related database techniques
  • Principals and practices of legal descriptions of land and survey terminology as related to GIS parcel datasets
  • VertiGIS applications including Geocortex Essentials and VertiGIS Studio Suite
  • Principles and practices of effective customer service
  • Principles and uses of SQL queries, python functions, ArcGIS Model builder, and automation techniques
  • Pertinent Federal, State, and local laws, codes and regulations
  • Census and other related demographic and socioeconomic datasets
