Job Description
Summary About the Position: Serves as the supply manager for a USACE Logistics Activity in support of a district/laboratory. Maintains accountability of the district/laboratory property book consisting of Government-owned equipment by assisting the Division Property Book Officer (PBO) in the administration of local property management systems, programs, and policies consistent with USACE system-wide practices. Relocation/Recruitment incentives may be authorized. Responsibilities Maintain data in automated property management systems. Utilize supply regulations in inventory control and management. Monitor usage transactions to track the procurement, storage, and disposition of equipment and property. Develop and/or recommend new or revised policies related to stock control issues. Requirements Conditions of Employment Qualifications This is a Term position.Current permanent Army employee, position may be filled as a temporary promotion or temporary reassignment NTE (not-to-exceed). Temporary promotions or reassignments may be extended up to a maximum of (5) five years. Non-Army employees, position is a Term appointment NTE (not-to-exceed) 13 months up to (3) three years that may be extended up to eight years. If filled as a time limited appointment by a current permanent employee, you will have return rights to your permanent position. This position may be made permanent without further competition to those candidates that have non-competitive status. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: maintaining data in automated property management systems; utilizing supply regulations in inventory control and management; monitoring usage transactions to track the procurement, storage, and disposition of equipment and property; and developing and/or recommending new or revised policies related to stock control issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics Management, Supply Program Management or Inventory Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Accountability Clerical Inventory Management Supply Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
