Job Description
Duties


This assignment is with the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Deputy Under Secretary for Intelligence Partnerships (DUSIP), Engagement, Liaison and Outreach (ELO) Division. The incumbent will serve as the Foreign Liaison, responsible for directing, implementing, coordinating, and overseeing the activities of I&A's foreign engagement. The assignment involves defining, planning, and coordinating with I&A senior leadership and analytic centers/divisions, as well as DHS Components, to facilitate engagement, briefings, meetings, and intelligence exchanges with foreign partners.


As the Foreign Liaison, the incumbent is responsible for ensuring that engagement activity between I&A and foreign partners is coordinated and appropriately recorded. The incumbent will work across DHS I&A and with partners from DHS PLCY, DHS Security, and DHS Counterintelligence, as well as the IC, to socialize and synchronize foreign engagement efforts. This position also supports I&A-wide relationships to ensure transparency, provide common and consistent messaging, and address any issues, concerns, and questions.


The mission of I&A is to provide a full range of intelligence to support the Secretary and Department, as well as DHS partners and customers, in order to protect the Homeland. The ELO Division enhances the mission of I&A through active engagement and collaboration with our partners, and ensures these partners can expeditiously access the intelligence capabilities, resources, and expertise across I&A, DHS, and the Intelligence Community.


Assignment will be based on professional background, experience, and development interest.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must NOT have any pending/outstanding disciplinary actions
  • Must be able to maintain a Top Secret/SCI security clearance.
  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Relocation expenses are not authorized.


Qualifications


Qualifications required:


  • Strong program development, project management with critical thinking skills.
  • Ability to manage numerous deadlines and deliverables.
  • Familiarity with DHS Intelligence Enterprise (IE) and the Intelligence Community (IC).
  • Excellent oral and written communication skills.
  • Detail oriented, plan of action and milestone focused.
  • Solid interpersonal skills and a forward leaning desire to engage with others.

  • DHS does not offer any additional benefits beyond that which the Federal employee is already receiving.


If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.


Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
  • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
