Job Description

We are currently recruiting for Oregon Fisheries Biologist Support to provide program and biological support to the above projects and in conducting interagency consultations under ESA section 7(a)(2), MMPA section 101(a)(5)(D), and MSA section 104-297, including document preparation activities in the Oregon Branches (primarily the Willamette Branch).


Work will be conducted remotely. The base period is expected to begin on April 29, 2024, and end on September 30, 2024, with four (4) 12-month option periods beginning in October 2024.


Duties


  • Documentation for biological opinions, letters of concurrence, and MSA responses and adherence to West Coast Region and OWCO protocols for quality assurance, electronic filing, and consultation tracking.
  • Professional communications with NMFS fish passage engineers.
  • Written documentation of enrolled applications into existing programmatic consultations following West Coast Region and OWCO protocols for quality assurance, electronic filing, and consultation tracking.
  • Technical comments on proposed habitat restoration proposals.
  • Written biological opinions, letters of concurrence, and MSA responses to action agencies that follow West Coast Region and OWCO protocols for quality assurance, technical sufficiency, and regulatory compliance.
  • Professional contributions to meeting agendas with action agencies, applicants, or their representatives and active participation and communication.
  • Occasional site visits to proposed project locations.
  • Written and oral comments and pre-consultation technical assistance on biological assessments or inquiries presented to action agencies, applicants, or their representatives in coordination with Project Officer or Geographic Branch Chief.
  • Monthly progress report to include, but not necessarily be limited to, the following: accomplishments, issues encountered, travel (including purpose, significant outcomes, action items), recommendations, if applicable.
  • Deliver periodic informational presentations and technical assistance on use of programmatic Biological Opinions with which the contractor is involved.


Minimum Qualifications


  • Experience in aquatic habitat conservation
  • Excellent verbal and written communication skills
  • Valid state driver’s license
  • Current MS Office skills
  • Skill in fish habitat restoration methods
  • Working with diverse interagency teams
  • Implementation of ESA section 7 regulations and document preparation or experience writing Federal regulatory documents adhering to agency guidance
  • Expert knowledge of Pacific Northwest salmonid specific life histories and geographic distributions
  • Skill in most common software applications, to include MS Office and Google Workplace
  • Highly proficient English language composition and editing skills
  • Skill with Low Impact Development stormwater treatment and management methods and up-to-date scientific and best available knowledge of management practices to minimize impacts on salmonids and aquatic habitat
  • Current Google Workspace application skills
  • Bachelor’s degree and four (4) years’ experience, or Master’s degree, from an accredited college or university in aquatic biology or related field of study with two (2) years of experience relating to the specific task order.
  • Knowledge of salmonid general life cycles and habitat requirements


Salary range is dependent upon experience.
