Summary

The Road Services Division of King County’s Department of Local Services seeks a strategic operational leader to join our highly productive Maintenance Leadership Team. As the Field Operations Manager you will have the opportunity to provide daily leadership in the overall operation of maintaining roadways. Additionally, you will and develop strategic goals and plans for multiple work units located throughout King County, consistent with County and department vision, the division’s strategic priorities, and to ensure the safety of our crews and the traveling public. We are looking for a people leader who can effectively lead and communicate a work strategy to staff, labor representatives and county leadership, and make and justify difficult choices. Our ideal candidate shares a commitment to building a culture of transparency, safety and belonging and is comfortable working with a highly operational workforce.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. All Operations Managers are expected to model and apply equity and social justice shared values, behaviors and practices across all of the job duties listed below:

  • Oversee 24/7 field crew response during emergency events, such as floods, winter weather and other emergent situations.
  • Be an effective people leader; build teams, supervise, and mentor staff across the organization while ensuring consistent application and compliance with labor contracts and policies; develop and implement best practices for attendance and performance improvement, workplace expectations, and disciplinary actions including proposed terminations as appropriate.
  • Manage extensive internal and external customer service and represent the response to and resolution of concerns from the public, the media, elected officials and their representatives.
  • Plan and implement strategic goals and policies; strategize and implement risk reduction measures to ensure compliance with applicable laws, regulations, and policies; analyze and interpret operating policies, procedures, and guidelines; and approve recommendations for improvement.
  • Be proficient in evaluating work activities methods and means and develop metrics to improve efficiencies and meet strategic goals in work programs.
  • Serve as a Department Representative on regional emergency response issues; meet and work with government officials and internal and external stakeholder to develop work plans and budgets.
  • Serve as an expert witness in depositions, claims, and suits brought against King County.
  • Manage the work of multiple field operations teams and programs and provide direct supervision to multiple supervisors.
  • Support and guide staff on difficult, complex, and politically sensitive operational issues involving crew safety, public safety, and preservation and maintenance of publicly maintained roadways.
  • Ensure regulatory compliance of operational projects/programs with all local/state/federal requirements, environmental and safety standards, and best management practices.
  • Provide professional technical expertise to the Director and Section Manager on the maintenance and preservation of roads, bridges and related roadway infrastructure and ensure that modern, safe, effective and efficient practices are utilized by crews.
  • Develop, approve, and monitor complex budgets; determine and allocate resources across multiple operational programs to achieve planned accomplishments.

Experience, Qualifications, Knowledge, Skills

  • Ongoing commitment to genuine collaboration, consultation, and understands the importance of building effective relationships with team members, leaders, and customers.
  • Experience in making informed and timely decisions affecting life, property and commerce during and after emergency events including snow, ice, flooding and other disasters.
  • Experience in positively engaging with and responding to public inquiries.
  • Effective management of multidisciplinary projects/programs and teams, including the development, monitoring and completion of work plans, field projects and ongoing measures of success.
  • Possesses advanced interpersonal skills and demonstrates a nuanced understanding of diplomacy and political savviness.
  • Brings self and culturally awareness to all settings and is comfortable having complex and challenging discussions about racism, inequities, and other forms of harm in the workplace.
  • Predictable and reliable attendance, is essential, including the ability to effectively respond after hours, and during emergencies and/or natural disasters. Note that this position is primarily an in-person position.
  • Background in carpentry, drainage, stormwater, pavement, rockeries, retaining walls, sidewalks, and/or other infrastructure construction maintenance areas.
  • Demonstrated commitment to strong people leadership, collaboration, and organizational health.
  • Demonstrated expertise managing field maintenance crews and infrastructure operations.
  • Demonstrated ability to plan, schedule and manage labor, equipment and budgetary resources across multiple operational programs.
  • Provides effective change management leadership in a LEAN inspired culture that focused on continuous improvement.
  • Be sensitive to managing differences and committed to building bridges.
  • Proficient with MS Office, SharePoint, Teams, Maintenance Management Systems and software/hardware that relates to field operations management.

Additional Requirements
  • Have a valid Washington State Driver’s License.

Supplemental Information

  • This position is classified as a First Responder on the emergency designation list, meaning the incumbent who, in the early stages of an incident, is responsible for protecting and preserving life, property, evidence, the environment, and restoring order.
  • This position is primarily in-office and in-field
  • This position is exempt therefore not eligible for overtime.
  • This recruitment may be used to fill vacancies for up to 6 months. Including career service, special duty assignments, STT and TLT opportunities.
  • This position is represented by PROTEC 17.

King County is the local service provider for the roughly quarter-million people who live in the unincorporated areas of the county; taken together, Unincorporated King County would be the second-largest city in the state. The Department of Local Services includes a Director's Office with a Community Service Area group, and the Road Services and Permitting Divisions. Together, this department provides a single executive point of accountability for delivery of local services to all of unincorporated King County.

Roads is responsible for 1500 miles of County-owned roads, 185 bridges, and related road right-of-way infrastructure in unincorporated King County. Additionally, the division owns and operates a large maintenance regional headquarter, 5 regional maintenance campuses and numerous satellite shops throughout the county. Unincorporated county roads support over one million trips per day as part of a larger, regional multi-modal transportation network.
