Job Description
An employee in this class performs analysis of the environmental resources of an area and participates in the development of planning policies to minimize adverse environmental impact. The work is interdisciplinary in nature, requiring a knowledge of planning principles, as well as an understanding of environmental processes. Supervision is received from an administrative or professional supervisor through review of written reports and graphic materials prepared, consultation and periodic conferences.

Key Elements Of The Role:
  • Proposes guidelines for planning based on analysis of resource capabilities.
  • Prepares maps, diagrams and overlays necessary to identify various ecosystems and their present status;
  • Evaluates impact of construction and development on an area’s natural resources; recommends alternative plans to minimize adverse impact;
  • Participates in the preparation of environmental resource inventories, including all protected areas, by means of field studies, aerial photographs and outside reports;
  • Identifies critical ecosystems for protection against adverse environmental impact, flood and erosion hazard or the significant geological, ecological or scenic value of the area;

MINIMUM QUALIFICATIONS:
Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s degree in Environmental Studies, Biology, Geology, Environmental Planning, Marine Biology or Oceanography, and two (2) years of experience in environmental planning.

NOTE: Additional graduate education in the above listed fields or in Planning will be substituted for experience on a year-for-year basis.

  • Physical condition commensurate with the demands of the position.
  • Ability to conduct and supervise field studies of the environmental conditions of an area
  • Good knowledge of the principles, concepts and methods of community and regional planning, as applied to the preservation of environmental resources
  • Good knowledge of the principles, methods and techniques used in the analysis of the environmental impact of various forms of land use
  • Good knowledge of the current literature, sources of information and modern developments in the field of environmental planning
  • Some knowledge of science, as it relates to the analysis of environmental conditions
  • Ability to prepare and present reports on environmental resources and their relationship to land use planning
  • Ability to translate into map and diagrammatic form field data gathered on ecosystems
  • Ability to understand and interpret scientific data on natural resources and to apply this information to planning decisions
This Role Is A Provisional Appointment
A provisional appointment, which occurs only in the competitive class, is a temporary appointment to a position for which no eligible list exists or for which an eligible list exists with fewer than three candidates who are willing to accept the position. In order to become permanent, the employee who is provisionally appointed must take the next examination for the position in question. The appointment to the position is then made from among the three highest scoring passing candidates who indicate their willingness to accept the position. Civil Service law does not compel the appointing authority to choose the provisional employee should he or she be one of the three candidates.
