Summary You will serve as the Chief Scientist (CS) in the CHIEF SCIENTIST AND TECHNOLOGY OFFICE in the RANGES, ENGINEERING AND ANALYSIS DEPARTMENT for NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. Responsibilities You will engage Navy Senior leaders in various areas of science and technology. You will foster and maintains strong relationships with ONR, ONI, DARPA, industry, academia, and other government laboratories to pursue research and development initiatives. You will Identify DoN/DoD technology gaps in the areas of the Department's technical portfolio. You will develop and maintain the Department?s Science and Technology/Research and Development strategic road map accounting for the transition paths of each of the various technology areas under the cognizance of the Department. You will Identify emerging and disruptive undersea sensing technologies. You will serve as part of the Department Technology Review Board to provide technical leadership and guide the department?s research and internal investment program consistent with Navy needs and with alignment to NUWC's strategic vision. You will lead reviews and selection of proposed Department internal investment projects and provide feedback on all Department internal and external Science and Technology proposals. You will coordinate research within Department?s Science and Technology portfolio. You will advocates for new areas of research and match proposal ideas with technological expertise. You will evaluate needs, advocate for capital resources, and collaborate with other departments/warfare centers/academia to make resources available to ensure the success of promising Science and Technology initiatives within the Department. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band ND-04 (GS-12/13 equivalency) or grade level in the federal service or equivalent experience in the private or public sector as a professional engineer or scientist applying advanced theories, concepts, and principles of science or engineering to design, propose or execute a complex research program in accordance with Navy Working Capital Fund regulations. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: 0801, Professional Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. 0401, Professional Biological Science Series: A degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position. OR A combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. 1550, Professional Computer Science Series: A bachelor's degree in computer science. OR A bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must be in a combination of statistics and mathematics that included differential and integral calculus.
