Job Description
The City of Johnson City, Tennessee is accepting online applications for an Engineering Technician II with the Water & Sewer department. Performs advanced and complex technical work designing and drafting engineering and utility and maps utilizing CAD and GIS design equipment and system software; does related work as required. Employees in this class are responsible for map design and production of a complex nature. Employees in this position have overall responsibility for the operation of the computer graphics system, i.e., reviewing requests from various user departments for feasibility, and producing desired graphic representation of data, drawings, overlays, maps and materials. Additional duties greatly vary and are more complex at this level. Essential Functions of Position: with minimum supervision from a licensed engineer, design geometric improvements for City streets; includes decision making on proposed changes to horizontal, vertical and cross section elements of street design; design proposed intersection improvements; create corridor models of proposed roadway and drainage improvements using Autodesk Civil 3D; create cross sections from corridor models of proposed street and drainage improvements; calculate material quantities for proposed roadway improvements to be used for estimate and material procurement; identify location of watershed boundaries using 2' contour information and other data for drainage improvement plans for use by the Engineering Division; design conceptual plans of future infrastructure and facility projects for the Public Works Department and other departments with input from licensed professionals; attend conferences and courses in civil engineering create grading plans from topographic surveys for various Public Works and utilities projects; use a large format scanner to scan transportation, drainage, facility, plat, site, and subdivision construction plans for the Engineering Division and other departments' into tagged-image file format (TIFF) and create Portable Document Format (PDF) from those scanned images; create and maintain a database of who, what department, the date, and the number of copies and scans the Engineering Division's wide-format scanner has made and generate usage reports; design, program and update the Engineering Division's website to contain information about past, current, and future projects, standard detail drawings, storm water management, construction documents and other documents relating to site development; create 3D models of current and proposed improvements to streets, sidewalks, City facilities, infrastructure and other City improvements using Autodesk Civil 3D and Autodesk VIZ; Create realistic renderings of current and proposed improvements using Autodesk VIZ, Mental Ray and Adobe Photoshop; design, print, bind and distribute bid book covers, report covers, flyers, banners, posters, television and other presentation media for the Engineering Division and other departments using Adobe Photoshop, Illustrator, InDesign, Acrobat and other graphic design program; create Microsoft PowerPoint presentations for the Engineering Division and other Public Works Divisions for use in City Commission meetings, Planning Commission meetings, and other administrative meetings; Film and create video DVDs of the Engineering Division's projects with before and after construction videos. Required Knowledge, Skills and Abilities: Thorough knowledge of computer aided design and graphics and GIS operations, scheduling, documentation and maintenance; ability to think and reason logically; ability to work independently; ability to understand and follow written and oral procedures and instructions; ability to sit for extended periods of time at a work station or desk. Acceptable Experience and Training: Associate's degree in geography or drafting and design technology or related field and some experience in the operation of data processing equipment, job scheduling and operational documentation; computer graphics system application software; or an equivalent combination of education, experience and vocational training that provides the necessary knowledge, skills, and abilities. Suggested training may be in ARC MACRO Language, AutoCAD, navigation, cartography, computer programming, etc. Pre-employment physical, drug screening and background check required.
