Job Description
The Position

This is the journey-level classification in the Engineering Technician Series. Positions at this level perform technical engineering work of a difficult nature, including producing finished drawings from design sketches or field notes, acting as inspector on limited public works or utility projects or improvements, and making difficult algebraic and trigonometric computations.

Essential functions of the job include, but are not limited to, the following:
Ensures Departmental services are provided with the highest level of customer service and ethical standards.
Assist in or direct preparation of drawings, specifications, estimates and contract documents for various improvements including street, alley, sewers, storm drains, traffic, water, electric, and other civil engineering projects using computer aided design and drafting software. Update charts, maps and plans using computer aided design and drafting software.

Assist in or direct inspection of construction work for compliance with plans and specifications on various municipal utility and capital improvements and make field checks.

Check and reduce survey, hydrographic, topographic and other field data to maps, profiles, cross sections, or other forms of compilations. Checks legal documents, easements and subdivision maps.

Prepare and check permanent plans for electric utility, public works, traffic engineering, and water utility projects and improvements by drawing plans and contour maps from topographic survey notes, balancing traverses, and making algebraic and trigonometric computations using a computer or calculator.

Assist in or direct preparation of project cost estimates including determining quantities and analyzing costs of materials.

Assist at public counter answering questions of a technical nature and explaining City policies and established procedures.

Maintains detailed records.

Assumes responsibility for ensuring the duties of the position are performed in a safe efficient manner.

Performs other related duties as assigned or as the situation requires.

Minimum Requirements

Knowledge, Skills & Abilities
Knowledge of:
Basic mathematics, algebra and trigonometry.
Computer.
Design and construction practices.

Knowledge of and skill in:
Exceptional customer service practice.

Skill in:
Adding, subtracting, multiplying and dividing whole numbers, decimals and fractions.
Geographic Information System (GIS).
Mechanical drawing or computer-aided drafting.
Microsoft Office (Excel, Word, Outlook, Access, Power Point).
Performing engineering calculations.

Ability to:
Provide exceptional customer service to those utilizing the GWP Department services.
Communicate effectively in English.
Communicate effectively orally and in writing.
Develop necessary skills from on the job training and meet standards of performance for the classification by the end of the probationary period.
Foster teamwork environment.
Read, understand and develop plans and drawings.
Read, write and comprehend directions in English.
Experience
Two years of sub-professional engineering work.

Previous experience in Geographic Information System (GIS) is highly desirable.

Education/Training

Graduation from high school or GED or CHSPE certificate, including course work in trigonometry and drafting.

License(s)/Certification(s)
Valid Class C California driver's license.

Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

Selection Process

EVALUATION OF APPLICATION: Submitted Application will be reviewed to ensure applicants meet the minimum requirements. The top 12 most qualifying applicants will be invited to participate in the selection process.

ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and personal fitness for the position.

Candidates must pass the exam components with a minimum score of 70% in order to be placed on the eligible list.

Any examination will be to evaluate the candidates' education, experience, knowledge and skills for the position. Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination. The selected candidate will be subjected to a background check including Livescan fingerprinting.
