The primary purpose of this position is to serve as the liaison between the Defense Logistics Agency (DLA) and the US Air Force in receiving, reviewing, researching, assigning, tracking and returning DLA requests for engineering support submitted to the Air Force on DLA managed aerospace equipment. Responsibilities Serve as liaison for management of all engineering support requests. Assist with workload among lower-graded technicians. Analyze and inform management on matters relating to workload, backlog, and timeliness of DLA requirements. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Engineering Technical Series 0802. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Specialized Experience (for position at the GS-04 or equivalent and above) include technical work in drafting; surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems. mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker who performed design or development work on devices fabricated. Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. Additional Requirements for Position with Parenthetical Titles: In addition to the basic requirements, some positions have additional requirements related to one or more of following parenthetical titles that must be defined by the employing agency: Aerospace Architecture Chemical Civil Drafting Electrical Materials Mining Naval Architecture Nuclear Petroleum In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience (or will have within 120 days of closing of this announcement) at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes serving as a liaison in receiving, reviewing, researching, assigning, tracking and returning requests for engineering support with managed aerospace equipment. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly applied inventory management principles, procedures, techniques and practices, and also requires knowledge of established supply systems. Knowledge of acquisition processes, automated records and control systems, material substitution criteria and storage use. Knowledge of electronic, pneumatic, mechanical and structural areas at military aircraft, including jet engine components sufficient to identify their application and function. Knowledge of basic mathematics to compute quantities and costs of analytical, evaluative methods and procedure. Knowledge of engineering drawing procedures, practices and techniques, and the requirements of technical Data Packages. Skill in evaluating program operations to develop comprehensive plans and analyzes work processes and continually improves them to meet customer requirements. Ability to communicate effectively both orally and in writing to develop solutions to problems or questions, to prepare and present briefing, to coordinate planning efforts and to manage program activities. WORK ENVIROMENT: The work is performed in a typical office setting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
