The CDC Foundation seeks an Emergency Response Specialist to support the Senior Emergency Response Officer with day-to-day coordination and management of core emergency response projects, especially related to the Overdose Response Strategy in accordance with the project work plan to assure achievement of project objectives. The Overdose Response Strategy (ORS) is an initiative designed to enhance public health-public safety collaboration and strengthen efforts to reduce drug overdose deaths. The ORS is funded by CDC and the Office of National Drug Control Policy (ONDCP) to help communities reduce fatal and non-fatal drug overdose rates by improved information sharing across public health and public safety agencies, and by supporting evidence-based interventions.


With minimal supervision, discretion and independent judgment, the Emergency Response Specialist will provide support in the development of robust and comprehensive emergency response activities, develop policy and procedures, and collaborate with various internal/external stakeholders in pursuit of the CDC Foundation’s strategic and business objectives.


Duties and Responsibilities


  • Supervises up to twenty field employees which includes reviewing and approving time and attendance, conducting monthly check-in calls, completing annual performance evaluations, and elevating any field employee issues to the Senior Emergency Response Officer and HR as needed
  • Ability to travel domestically, including U.S. territories, is required
  • Develops, maintains and updates resource tracking and mobilization processes
  • Supports the implementation and execution of public health programs and projects
  • Serves as a member of a multi-disciplinary team with the responsibility of ensuring program planning, implementation and monitoring activities are results based and contribute towards achievement of primary goals
  • Serves as hiring manager for field employees by scheduling and drafting position descriptions, screening resumes, conducting interviews, and assisting in the onboarding process with CDCF Human Resources
  • Assists with the development and effective implementation of tools, systems and strategic visioning of program management at all levels and types of projects
  • Manages up to twenty jurisdictional relationships, which includes monthly check-ins and partnership management
  • Supports the development and maintenance of Standard Operating Procedures (SOP) and guidance documents for internal and external use
  • Supports team-related procurement of supplies and equipment for the designated team and at the direction of other team members, managing inventory of equipment and supplies as needed or appropriate
  • Takes minutes at meetings and updates team project tracking documents
  • Strengthens working relationships with internal and external partners, such as: CDC, , state and local health departments, and public safety
  • Prepares, negotiates, and monitors program/project-related contracts, agreements, and amendments
Qualifications/Skills: Education and Work Experience


  • Master’s degree from an accredited college or university preferred in public health, project management, or related field and 1-2 years of related professional experience; Bachelor’s degree from an accredited college or university required and a minimum of 3-4 years of related professional experience
  • Preferred basic level of understanding of the overdose epidemic
  • Preferred experience managing and coordinating a response, crisis, disaster and/or emergency management program
Qualifications/Skills: Data Collection and Analysis


  • Strong technical skills including word processing, spreadsheet development and management and database management, with a particular emphasis on proficiency in Microsoft Office Suite and Smartsheet
  • Experience with enterprise resource planning systems and software packages used to manage day-to-day business activities such as accounting, procurement and project management preferred

  • Ability to handle confidential information in a discreet and professional manner
  • Strong project management skills with the ability to virtually supervise employees across the nation
  • Ability to think critically and analyze findings, as well as recognize emergent situations as they arise
  • Ability to forecast risks, document in an issue log, and have a solution-oriented approach
  • Demonstrated ability to work within fast-paced and rapidly changing environments and programs required; experience with change management preferred
  • Experience with partnership building and working efficiently with multi-disciplinary teams
  • Demonstrated ability to work well independently and be self-directed through prioritizing tasks and meeting deadlines
  • Excellent interpersonal and communications skills and ability to collaborate with others on projects and investigations
Qualifications, Skills, and Ability


  • Demonstrated analytical skills to solve complex problems and the ability to think strategically and under pressure without access to complete information
  • Ability to negotiate priorities and objectives to align varying viewpoints and create a unified approach
  • Experience with budget management including forecasting expenditures is desired
