What You Will Do


This position will be filled at either the Emergency Planning & Preparedness Specialist 1 or 2 level, depending on the skills of the selected candidate.Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.


Emergency Planning & Preparedness Specialist 1 ($67,800 - $107,700)


The Emergency Planning and Preparedness Group (EM-PREP) seeks an Emergency Preparedness Coordinator to serve as a member of a high-performing, multi-disciplinary team in a complex and fast-paced environment. In this role you will support the mission of preparing first responders, the workforce, and offsite stakeholders for response to disasters and emergency incidents. This individual will be part of a team deployed to one of the Laboratory’s Facility Operations Directorates (FODs) tasked with supporting the implementation of the Laboratory’s facility preparedness program. This includes developing, conducting, and participating in emergency training, drills, exercises, and other readiness assurance activities as well as developing and maintaining facility-level emergency plans and procedures.


Emergency Planning & Preparedness Specialist 2 ($81,700- $133,100)


In addition to what was outlined at the lower level, at this level you will be expected to lead activities of increased complexity compared to those required of an Emergency Planning & Preparedness Specialist 1, including development and revision of higher-significance facility-level emergency plans and procedures documents and more elaborate drills.

Minimum Job Requirements


  • Knowledge of emergency management practices, including preparedness, response, recovery and mitigation strategies.
  • Strong verbal and written communications skills with an emphasis on consistency and attention to detail.
  • Demonstrated ability to collaborate and partner at all levels, including in a team atmosphere.
  • Must be willing and able to serve in a qualified position within the Emergency Operations Center for response activations, drills, and exercises during and outside of normal work hours.


Additional Job Requirements for Emergency Planning & Preparedness Specialist 2:


In addition to the requirements outlined above, qualification at the higher level requires:


  • Demonstrated experience in emergency management, including preparedness, response, recovery, and mitigation.
  • Demonstrated experience in drill and exercise design, planning, conduct, and evaluation consistent with Homeland Security Exercise and Evaluation Program (HSEEP) concepts and principles and/or DOE Order 151.1D, Comprehensive Emergency Management System.
  • Demonstrated ability in project management and prioritization of tasks.


Education/Experience at lower level: Position requires a Bachelor’s Degree and a minimum of 2 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.


Education/Experience at higher level: Position requires a Bachelor’s Degree and a minimum of 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.


Desired Qualifications


  • Familiarity with Los Alamos National Laboratory operations and structure.
  • Experience working in an Emergency Operations Center environment.
  • Familiarity with DOE Order 151.1D, Comprehensive Emergency Management System.


Location: This position will be located in Los Alamos, NM.


Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.


Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.


  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.


HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712,


  • 712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.


New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the usewas pre-offer.


Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
