Who we are and what we do:

The Tennessee Military Department is currently accepting resumes for the position of Emergency Management Administrator 3 to serve as the Resiliency Administrator for the Tennessee Emergency Management Agency (TEMA). This position will serve as the State Hazard Mitigation Officer and will be responsible for the buildout and expansion of TEMA's Mitigation Grant Program and National Flood Insurance Program (NFIP). The Resiliency Administrator will be responsible for developing and implementing a resilience strategy addressing risks and vulnerabilities facing the state through coordination with federal, state, local, and non-profit organizations. The selected candidate will report to the Assistant Director - Recovery & Mitigation and serve as the direct supervisor to Mitigation Program Manager and NFIP Program Manager.

The individual must have the ability to establish and implement a strategic vision while applying a supporting process to building a resilient community or organization. This individual must be able to engage core stakeholders in the process while also applying certain technical knowledge toward finding solutions to meet organizational goals. This person must have the ability to manage both human and financial resources to accomplish a more resilient organization, state, and community.

Key Responsibilities:

  • Lead the development of a comprehensive assessment of current policy, planning and resilience activities, creating a compelling vision to drive engagement, understanding and commitment across all relevant community sectors.
  • Regularly review the Resilience Strategy and identify and recommend opportunities and initiatives for improvement.
  • Create a Resilience Strategy that incorporates and responds to the overarching issues facing Tennessee, which encompass, but are not limited to disparate impact, aging infrastructure, transit/transportation issues, a lack of affordable housing and increases in severe weather events, fiscal sustainability, immigration, terrorism, etc.
  • Provide policy and planning advice to TEMA's Preparedness Division for incorporation to planning documents, training, and exercise development.
  • Develop and implement a comprehensive Resilience Action Plan with short- and long-term priorities (including anticipated funding mechanisms) to support delivery of the Resilience Strategy outcomes.
  • Ensure that the Resilience Strategy develops and implements an evidence-based approach.

Required Experience:

  • Regularly monitor and evaluate the effectiveness of resilience efforts and adjust as necessary to ensure the organization or community remains prepared for future risks and challenges.
  • Other duties as assigned relevant to carrying out TEMA's overarching mission.
  • Develop and maintain partnerships and networks with other organizations and stakeholders to ensure there is a coordinated and collaborative approach to building resilience.
  • Work with different stakeholders, including government agencies, community groups, businesses, and other organizations, to ensure that everyone is working together towards goals set forth in the Resilience Action Plan build resilience.
  • In coordination with TEMA's Assistant Director of Mitigation & Recovery, advise TEMA Director and recommend programmatical course of action.
  • Manage project funding and expenditure within scope of allocated budget. Ensure required resources, both human capital and fiscal are allocated for project delivery and implementation.
  • Working with TEMA's Communications Director, create a comprehensive marketing, communication, and social media strategy to disseminate public information to increase visibility and resilience support.

Minimum Qualifications:

Graduation from an accredited college or university with a bachelor's degree and experience equivalent to five (5) years of full-time experience in emergency management work, including but not limited to, response and recovery, planning, programs, operations, preparedness, or mitigation.

Or:

Experience equivalent to nine (9) years of full-time experience in emergency management work, including but not limited to, response and recovery, planning, programs, operations, preparedness, or mitigation.
