The South Dakota Department of Education is seeking a qualified individual to serve as an education program specialist in the Office of Title Programs. The ideal candidate is highly motivated and dedicated, with a passion for education. The Office of Title Programs provides technical assistance, program support and monitoring to local educational agencies that will lead to improved academic achievement outcomes for students. Additionally, the education specialist will provide professional development to educators and administrators in schools and districts serving students who are struggling, or not at grade level, and in need of additional supports in various areas such as math and English language arts. The Office of Title Programs works with various federal programs to support homeless, migratory, English learners, as well as neglected and delinquent students.

The Title Program Specialist will focus on supporting Title I Part A and Title I Part C (Migrant). Duties will include:

  • Interpreting and maintaining an understanding of state and federal laws and regulations;
  • Utilizing data for program improvement by determining areas of strengths and weaknesses and providing support;
  • Being part of a team of professional, dependable, and accountable individuals.
  • Determining appropriate use of and monitor federal funds for schools, districts, and state activities;
  • Providing high-quality professional development around specific topic areas, both virtually and in-person;
  • Reviewing and approving federal funding applications;
  • Collecting, reviewing and analyzing data for federal reporting according to the US Department of Education Consolidated State Performance Report (CSPR) requirements;
  • Collaborating with department staff, local school districts, and national partners to expand program expertise;
  • Managing budgets for federal funds at the state level; and
  • Conducting on-site and virtual monitoring with local school districts;

Occasional in and out of state travel will be required for this position.

The Ideal Candidate Will Have:

A Bachelor's degree and experience working in a K-12 education field is preferred.

Knowledge of:

  • State and national trends in school improvement practices.
  • State and national trends in education, K-12 education methodology, and evidence based practices in education;
  • Rules and laws pertaining to South Dakota K-12 education including the Elementary and Secondary Education Act of 1965 as amended by the Every Student Succeeds Act; and

Skill to:

  • Engage others to build cohesive working relationships;
  • Deal tactfully and professionally with a variety of individuals and entities;
  • Write technically and effectively;
  • Demonstrate dependability and organization, can manage multiple work tasks including prioritzing tasks, creating timelines, and establishing milestones to ensure projects are completed on time;
  • Attend to all details of assignments and complete work properly, accurately and thoroughly;
  • Communicate ideas and information effectively;
  • Treat customers courteously and respond to their needs.
  • Analyze problems and make sound decisions; and

Ability to:

  • Analyze and report data.
  • Work to build and maintain professional relationships with people who provide information, assistance or support; and
  • Work productively as part of a team as well as independently;
  • Take imitative and creatively problem solve;
  • Actively seek, collect, and evaluate information to learn more about current issues or events;
  • Listen attentively to others and clearly convey information and ideas;
