About OSD:
The Operational Services Division (OSD), a progressive, results-driven agency of the Commonwealth of Massachusetts within the Executive Office for Administration and Finance. OSD is responsible for the procurement and management of more than 125 Statewide Contracts that generated more than $2 billion in purchases during FY23.
This position would be expected to follow a hybrid model of reporting to work; currently OSD employees are required to be in the office one designated day per week.

In this position, you will develop a data platform that specifically documents, quantifies, and evaluates the climate-related benefits of OSD-assisted procurements. OSD has been a leader in promoting environmentally preferable procurements. Building upon that success and expanding upon OSD’s existing data analytics, you will create and manage a detailed data platform or “scorecard” of climate-related benefits generated from procurements at both the state and local level. The data and its evaluation will be readily accessible to:
- Governmental entities (state and municipal) for developing climate-enhancing policies;
- Buyers and sellers in evaluating best financial and environmental procurement opportunities;
- The general public to raise awareness of the financial and environmental benefits of these procurements.
You will develop the platform (complementing and integrated with other OSD data platforms) that will receive data from both buyers and sellers. The platform will utilize tools that will both manage and evaluate the data. It will consolidate and organize climate-related information from procurements in one place, saving participants from having to visit multiple websites.
The platform will allow governmental agencies to:
- Readily identify state green purchasing requirements for the products and services;
- Identify the green market vendors, and provide product rating analysis that includes historical and trending data;
- Search by keyword or browse by category to find products and services, rated by environmental value;
- Determine procurement options available to procurement officers;
- Capitalize on data related to climate mitigation, adaptation, sustainability, and resilience goals in order to provide analysis, program evaluation, performance measurement, and to ensure that community priorities are addressed.
Under direction from your supervisor/manager tasks will include:
- Creation of a reference base to all climate-related data collected;
- Building a nomenclature to design and define data modeling in order to keep all datasets organized, standardized and easy to compare to other sources;
- Gathering and storing transactional data to report on all programs/products/services that are evaluated;
- Tracking and evaluating vendor products and services to determine if those are consistent with OSD objectives;
- Generating Reports that meet OSD and administration requirements for excellence.
Preferred Qualifications:
A background in economics or statistics and be proficient in building and maintaining the database.
Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in the field of economics, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in economics may be substituted for a maximum of two years of the required experience.*
II. A Graduate degree with a major in economics may be substituted for a maximum of three years of the required experience.*
III. A Bachelor's or higher degree with major other than in economics may be substituted for a maximum of one year of the required experience.*
- Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
