DHHS is establishing a new Division of Child and Family Well-Being that focuses on supporting whole child and family health and well-being for North Carolinians. This division works to ensure that North Carolina's children grow up safe, healthy and thriving in nurturing and resilient families and communities. It will bring together complementary programs from the Divisions of Public Health, Mental Health, and Social Services to maximize services and outcomes for children and their families, including nutrition programs (SNAP, WIC and Child and Adult Care Food Program), health and prevention services for children and youth, children's behavioral health services, and early intervention programs. This position will transfer to the Division of Child and Family Well-Being this calendar year.
The primary purpose of this position is to provide direct service coordination for children in the NC Infant-Toddler Program and to provide supports to their families/caregivers. Service coordination is a critical service that is helpful for families/caregivers and it is also required by the federal law, the Individuals with Disabilities Education Act (IDEA). Services provided through the NC ITP must be compliant with the IDEA, federal regulations, and State policies and procedures.
This position as an Early Intervention Service Coordinator for children, birth to three, is located within the catchment area of the Children's Developmental Services Agency (CDSA) of The Cape Fear (Wilmington). This position will be located and serve children in New Hanover Co and the surrounding area (Brunswick, Pender, Columbus & Duplin). Duties include working with families and providers to develop functional Individualized Family Service Plans (IFSPs), work with multi-disciplinary teams to determine families’ needs for supports and services, conduct home visits, coordinate, and facilitate services and transition planning, and participate in the authorization and monitoring of early intervention services.
EI Service Coordinators (EISCs) are the heart of Early Intervention! They provide service coordination for children in the NC Infant-Toddler Program and support to their families and caregivers. Research shows that birth to three is a critical period for working with families to support their competence and confidence as their child’s first and most important teacher. The birth-to-three period offers a window of opportunity to make a positive difference in how a child develops and learns. EISCs typically have the flexibility of telework and a hybrid workplace. EISC duties include:

• Working with multi-disciplinary teams to determine families’ needs for supports and services
• This Early Intervention Service Coordinator position is located at the Durham Children's Developmental Services Agency.
• Working with families and team members to develop functional Individualized Family Service Plans (IFSPs)
• Children's Developmental Services Agencies (CDSAs) are the local agencies that implement the NC ITP across North Carolina, working with local service providers to help families help their children succeed.
• The North Carolina Early Intervention Section is a part of the Division of Child and Family Well-Being. It is the lead agency for the N.C. Infant-Toddler Program which provides supports and services for families and their children, birth to three, who have developmental delays and/or disabilities.
• Conducting home visits
• Arranging and monitoring other early intervention services
• Coordinating services, such as speech and physical therapy
• Planning for transition to other services at age three

• Experience working with children in the age range 0 – 8 and their families, including children with developmental delays.
• Knowledge of young child development, including developmental milestones.
• Experience working with and collaborating with families and other professionals.

• Knowledge of evidence-based practices used in working with young children and families, such as natural learning environment practices and caregiver coaching.
• Fluency in a second language.
• Familiarity with writing case notes

Bachelor s degree in Special Education, Elementary Education or Early Childhood Education, Psychology from an appropriately accredited institution and two years of professional experience working with the population served; or Bachelor s degree in human services field from an appropriately accredited institution and three years of professional experience working with the population served; or an equivalent combination of education and experience.
