COLORADO WATER CONSERVATION BOARD


The Colorado Water Conservation Board (CWCB) is a Division within the Colorado Department of Natural Resources and operates under specific state statutes, court decrees and interstate compacts. The mission is to serve the needs of the public and to preserve, protect, develop, and maximize the beneficial use of the State’s present and future water supplies.


The CWCB exists to: conserve the waters of the State for wise and efficient beneficial uses; develop the waters of the state to fully utilize State compact entitlements; ensure that Colorado has an adequate water supply for our citizens and the environment; protect the waters of the State for maximum beneficial use without waste, including consumptive and non-consumptive purposes; and manage the waters of the State in situations of extreme weather conditions - both for floods and droughts.


Description of Job

The CWCB director is a statewide leader in the conservation, development and utilization of the state's water resources. The Director carries out the policies and directives of the CWCB Board and works closely with Colorado's water community as well as the Executive Director of the Department of Natural Resources, the State Engineer, the General Assembly, and the Governor to address Colorado's current and future water needs.


This is a non-classified Senior Executive Service position supervised by the Executive Director of the Department of Natural Resources and is the Appointing Authority for all CWCB personnel matters, including oversight and supervision of staff through managers.


The CWCB Director is responsible for overseeing the Board’s major programs:


  • Flood mitigation
  • Water supply planning and finance
  • Stream and lake protection
  • Water conservation and drought planning
  • Watershed protection and stream restoration
  • Water information
  • Interstate water planning and negotiating


The Director also plays a key leadership role in the implementation of Colorado'sWater Plan (https://www.colorado.gov/pacific/cowaterplan). Colorado's Water Plan is the state's framework for implementing solutions to Colorado's long-term water challenges. It guides decision-making among Colorado's diverse water community and sets forth the measurable objectives, goals, and critical actions needed to ensure this valuable resource is protected and available for generations to come.


Minimum Qualifications


Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


  • Graduation from an accredited college or university with a bachelor's degree in water resource management; natural resource policy, environmental science, engineering, planning, conservation; public administration; engineering; economics; political science; or in a field of study directly related to the assignment:
AND
  • Two (2) years managing a large, multiple-level organization through subordinate level staff: and
  • Two (2) years of professional public or business administration which included establishing organizational structure, developing strategic work plans, budget development and control, setting goals and objectives to achieve program results.
  • Six (6) years of progressively responsible professional experience in the legal, engineering, economic or political aspects of water resources management. The experience must have included the following:


Substitutions


  • A master's or doctorate degree from an accredited college or university in water resource management; natural resource policy, planning, conservation; public administration; engineering; economics; political science; or in a field of study directly related to the assignment may be substituted for the bachelor's degree and one or two years respectively of the general experience, but not for the specific required professional experience as outlined above.
  • Professional experience which provided the same kind, amount of and level of knowledge acquired in the education may be substituted on a year-for-year basis for the bachelor's degree, but not for the specific required professional experience as outlined above.

Preferred Qualifications


  • Demonstrated experience, knowledge of and commitment to equity, diversity and inclusion best practices
  • At least 4 years of experience as a second-level supervisor/manager, providing leadership and direction, establishing budgets, strategies, goals and objectives, and leading multiple staff units
  • Demonstrated experience in network building, working with diverse stakeholders while navigating issues related to water conservation, supply, planning, or water resources
  • Demonstrated experience engaging with elected officials on state and federal legislation
  • Demonstrated public speaking experience
  • At least 6 years of progressive responsibility in a field related to water resources, water policy, or water administration
  • Current or former State experience relevant to this position

Conditions Of Employment


  • Must be willing and able to travel overnight within Colorado several times per month.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position.   • Must obtain or possess and maintain a valid state of Colorado driver's license if operating a State vehicle.
  • Must be willing and able to travel out of state overnight several times per year.


This position is exempt from the classified personnel system as it falls under the exemption provisions of article XII, section 13(2)(a)(XI) and (XII) of the constitution and
