Job Description
The City of Johnson City, Tennessee is accepting online applications for a Director of Public Works. The employee performs complex professional and administrative work planning, managing, supervising and administering the activities of the Public Works department; does related work as required. This is a professional and administrative position with responsibility for the direction of the public works program. This position involves administrative responsibility for street maintenance and construction, sanitation and sign programs for the City. The Public Works Director plans, supervises and coordinates the activities of the Department subject to direction from the City Manager or their designee. Supervision is exercised over subordinates responsible for various activities. Essential Functions of the Position: plans and develops work programs and budgets for various divisions; oversees, reviews and manages various projects; consults with City Manager or their designee, department heads and contractors regarding public works construction and maintenance activities; analyzes and evaluates work methods with a view toward increasing efficiency; hears and processes complaints regarding public works problems; supervises the construction and maintenance of streets and highways, storm sewers and public buildings; follows up Departmental activities through periodic reports of subordinates and by inspections; supervises the compilation of cost data and estimates; prepares and implements Departmental operating budget, and confers with the City Manager or their designee on formulating the City's capital improvement program; handles citizen complaints; confers with subordinates on special problems of departmental administration; supervises the operation of refuse collection and disposal, and sign maintenance activities; formulates and supervises safety practices; serves on Safety Committee and Traffic Committee; supervises sanitation and sign department operations; supervises the City Engineer and coordinates all Engineering Design; performs related tasks as required. Required Knowledge, Skills and Abilities: Comprehensive knowledge of modern principles and practices of public works administration; comprehensive knowledge of the principles and practices of civil engineering as applied to the administration of diversified public works activities; thorough knowledge of the laws and regulations relating to Departmental activities; thorough knowledge of sources of engineering information and facility in the application of engineering methods; ability to direct and supervise public works activities on a large scale, and in a coordinated manner; ability to establish and maintain effective working relationships with subordinates, other agencies and the public; initiative and resourcefulness in handling general engineering problems. Extended periods of sitting at a workstation or desk. Manual dexterity to work efficiently on a computer keyboard for data entry. Ability to speak clearly. Acceptable Experience and Training: Graduation from a college or university of recognized standing with major work in civil engineering and extensive responsible professional engineering experience, some of which shall have been at the level of division head or above; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
