Job Description

FUNCTIONAL PURPOSE


The purpose of this position is to oversee all activities related to maintaining and repairing all district facilities. This position develops and directs department trade supervisors and trade technicians to support facility maintenance. Work involves coordinating with other Maintenance Department leaders to plan and assess maintenance repair and replacement programs. The position collaborates with the Executive Director in managing the overall Maintenance Division operational budget of approximately $30M. The position assumes the duties of the Executive Director in his/her absence.

DUTIES AND RESPONSIBILITIES:

  • Assist the Executive Director in establishing program goals, leadership, objectives, budgets, department rules, and new procedures, to ensure accountability and efficiency.
  • Analyzes departmental work load and staffing, and makes recommendations on staffing increases/decreases, restructures, and shifts within the department to maintain a high level of responsiveness to maintenance issues.
  • Interprets a variety of laws, policies, rules, and regulations in the assigned area.
  • Ensures safety practices and training programs are established and followed.
  • Assumes responsibilities during times such as the Executive Director’s absence.
  • Oversees the district’s vehicle fleet (excluding buses) in the repair, routine maintenance, procurement, and surplus.
  • Drafts and presents department budget request on an annual basis and works with subordinate leaders to manage purchases throughout the year to remain in line with a finalized budget.
  • Review budgets, approves requisitions, invoices, and quotes essential to maintaining all building facilities, and administers funds obtained and keeps necessary records and reports to support and justify funds and expenditures.
  • Promotes equity among subordinate leaders in establishing and implementing goals and initiatives.
  • Coordinates with the district’s capital and construction departments to align program goals and ensure fiscal responsibility.
  • Consults in matter or events relating to the hiring, evaluation, disciplinary process, development, and operational guidance/direction of department supervisors as well as various employees within the maintenance department.
  • Monitor and review specific operational programs including preventative maintenance, work order system/reports for work load, accountability, and efficiency.
  • Delegates and monitors the scheduling and coordinating of program activities, system administration, and aids in handling special projects, resolving problems, and handles the more sensitive, complex decisions in the program area.
  • All other duties as assigned.
  • Aids the Environmental Coordinator in IAQ investigations when needed, and ensures coordination among various trades is accomplished to resolve issues as they arise.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Ability to maintain a high level of confidentiality when working with employee pay records and discussing medical concerns.
  • Ability to accurately interpret state and federal regulations and school policies.
  • Ability to evaluate existing programs and procedures and make recommendations for improvement.
  • Knowledge of NC and federal procurement policies, and the ability to create, analyze, and manage budgets.
  • Ability to establish and maintain effective working relationships with co-workers, supervisors, and school personnel.
  • Ability to complete and handle accurately and confidentially, records and files.
  • Ability to professionally communicate in both written and oral form.
  • Ability to develop and maintain effective working relationships with Federal, State, and local officials, school administrators and staff, and the general public.
  • Knowledge of laws, rules, regulations, and interpretations of the assigned program.
  • Ability to develop and maintain professional working relationships with engineers, architects, school administrators, contractors, maintenance staff, the public and others involved in school maintenance projects.
  • Ability to plan and organize work to meet established deadlines and professional staff requirements.
  • Demonstrated knowledge of facility maintenance programs and practices for school systems.
  • Ability to plan, organize, monitor, and evaluate the work of subordinate supervisors and employees.
  • Ability to communicate professionally with visitors and coworkers.
  • Knowledge of electrical, HVAC, plumbing, carpentry, roofs, grounds maintenance, building envelopes, fleet maintenance and other applicable facility management and maintenance trades.
  • Ability to read and interpret architect and engineering plans and specifications and estimates.
  • Ability to develop, present, and analyze problems and technical situations and make recommendations for solutions.
  • Ability to apply sound judgment to program practices and theories in a wide variety of situations
  • Ability to set own work priorities and be flexible in adjusting workload and variety of tasks assigned.
  • Considerable knowledge of and ability to operate computers using a variety of word processing, data entry, presentation, and communication programs, such as Outlook, Excel, Word, Email, and PowerPoint.
  • Ability to train others on basic computer functions as pertaining to program recordkeeping requirements.
  • Ability to quickly learn the general organization and operations of the Maintenance department.
  • Ability to process work, forms, and materials involving numbers with a high degree of accuracy.
  • Ability to implement various leadership and management strategies to promote a well-organized and efficient department.
  • Ability to read and understand various blueprints for accuracy to plan specifications, project planning, and for diagnosing maintenance issues.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Minimum: Bachelor’s Degree in Business Administration, Public Administration, Construction Management, Engineering, or related field plus six years’ professional/administrative experience in the management of maintenance programs; work experience must include two years’ supervisory experience; an equivalent combination of education and experience will be considered.

CERTIFICATION AND LICENSURE REQUIREMENTS:

  • Valid NC Driver’s License with satisfactory driving record.

Pay Grade D2 - $6,150.83 Minimum Monthly Salary - Full Time Position
