EMERGENCY OPERATIONS


About This Position


The incumbent serves as the DOTD Emergency Operations Director, participating in the direction, coordination, and implementation of all statewide programs within the Department as they relate to the preparedness for, response to, recovery from, and mitigation of natural or man-made emergencies/disasters. As such, the Emergency Operations Director is responsible for the implementation of a Comprehensive Emergency Management Program within DOTD. Serves as the principal advisor, acts for and assumes full authority for emergency operations in the absence of the Assistant Secretary of Operations. The Emergency Operations Director is also responsible for ensuring the functionality of the DOTD EOC. Responsible for implementation of the DOTD Hazardous Materials Program and for managing Homeland Security Grant monies for critical infrastructure made available to the Department through the Department of Homeland Security. MINIMUM QUALIFICATIONS:


Preferred Qualifications


Disaster/emergency response management experience and experience working in an emergency operations center.


Disaster/emergency response planning experience and experience developing operational plans and procedures.


Outstanding organization and communication skills.


Understanding of FEMA's and GOHSEP's processes related to disaster/emergency response and recovery.


Familiarity with and experience in the Incident Command System.


Qualified in NIMS 100 and NIMS 200 emergency training courses.

The Emergency Operations Director is also responsible for ensuring the functionality of the DOTD EOC. 40% Ensures the development, maintenance, and execution of plans and procedures to carry out the ESF-1 and ESF-3 responsibilities assigned to DOTD in the State’s Emergency Operations Plan. Collects, researches, documents, and analyzes data through numerous resources, including contact with public officials I order to develop plans and procedure. Plans may be strategic and/or tactical. Ensures that emergency management planning complies with federal, state, and local laws and regulations, i.e., the National Response Framework, the National Incident Management System, the Louisiana Emergency Operations Plan, etc. Analyzes proposed state and federal legislation which impacts emergency management and prepares a report/recommendation for DOTD Executive Staff.


Coordinates planning activities with the private sector, local and federal government officials, and with supporting state agencies. Ensures Departmental attendance in all Emergency Preparedness, Homeland Security, Hazmat, Southeast Task Force, Southwest Task Force, and GOHSEP/FEMA meetings. Ensures Department personnel participate in exercises and are trained for their emergency responsibilities.


Ensures all contracts, agreements, and Memorandums of Understanding which support emergency response are in place prior to May 31st of each year.


25% Oversees and coordinates Emergency Cost Recovery Programs available to the Department through the FEMA Public Assistance Program, the FHWA Emergency Relief Program and the FHWA Urban System Relief Program. Ensures contract support is in place for assistance with recovery cost programs.


10% Manages and directs emergency response personnel during emergencies/disasters. Ensures implementation of emergency plans and procedures. Maintains close coordination with GOHSEP and supporting agencies during emergencies/disasters.


10% Represents the Department at meetings, workshops, conferences, etc. as assigned, in order to coordinate emergency plans and procedures and maintain knowledge of current trends in emergency management.


5% Oversees the Hazardous Materials Program and management of Homeland Security funds.


5% Oversees and coordinates the Hazard Mitigation Grant Program with monies are made available to DOTD by FEMA.


5% May be required to perform other duties as assigned, including, but not limited to, Emergency/Disaster support activities.
