Summary:
Reporting to the Vice Chancellor and Chief Finance and Business Officer, the Director of Emergency Management will lead efforts to plan, establish, execute, and maintain a comprehensive Emergency Management program, the purpose of which will be to prepare the university to anticipate, respond to, mitigate, recover from, and restore business operations following an emergency or disaster. The Director will serve as university's primary emergency management subject matter expert, and will liaison with partners across the institution, other like institutions, and with appropriate local, state, and national organizations to deliver responsibilities of the position.
:
Required Qualifications:
Bachelor's degree in Emergency Management or related field, or equivalent work experience
Five or more years developing and executing emergency management programs
Experience providing technical and business impact reviews of emergency response work products and offering appropriate recommendations
Experience appraising and facilitating responses to emergency situations
Experience developing and administering emergency management training, drills, and exercises.
Ability to work with ambiguity and recognize and adapt to changing conditions
Ability to build relationships and communicate effectively at all levels of an organization
Excellent critical thinking, analytical and problem-solving skills
High level of integrity and ability to remain calm in crisis situations
Knowledge of budgeting and finance principles, methods and practices.
Preferred Qualifications:
Advanced degree in Emergency Management or related field
Ten or more years developing and executing emergency management programs, including at least five years in a leadership capacity
The following FEMA certifications:
ICS-100: Introduction to the Incident Command System
ICS-200: Basic Incident Command System for Initial Response
ICS-300: Intermediate ICS for Expanding Incidents
ICS-400: Advanced ICS
ICS-700: National Incident Management System, an Introduction
ICS-800: National Response Framework, an Introduction
E0101: Foundations of Emergency Management
Basic Academy of Emergency Management
Incident Management Team Academy Certification (0-305)
Master Continuity Practitioner Level 1
Master Exercise Practitioner (MEP)
Emergency Manager Certification (KCEM/CEM or equivalent) or be able to acquire within 12 months
Homeland Security Exercise and Evaluation Training Program (HSEEP) certification
Emergency management experience within a higher education institution
Knowledge of federal and state grant application processes
Job Duties Outlined:
Develop, implement, and communicate mission, vision, goals, and metrics to guide success for the emergency management function and team
Perform and facilitate hazard, threat, and vulnerability risk assessments to identify and prioritize the scenarios the university should prepare to face
Drive development and documentation of university's emergency management and business continuity policies, plans and procedures
Provide direction and support to campus and community partners with regards to development, implementation and management of emergency communication and notification systems and processes
Collaborate with the appropriate partners to ensure availability and readiness of emergency management teams, systems, equipment, and supplies
Plan, develop and administer training, drills, and exercises which prepare employees, students, and partners to effectively respond to emergencies and disasters
Identify and coordinate completion of required certifications for key personnel
Establish and facilitate teams and activities for ongoing threat assessments, as well as responses to and recovery from emergency situations as they arise
Monitor compliance with emergency management plans and procedures
Stay informed of, and drive appropriate program updates in response to institution, legislative, regulatory or technology changes as well as current industry issues and best practices
Develop and administer the program operating budget, including securing and administering technical and financial assistance from other departments within the university as well as state and federal grants or programs
