Position Summary Information

Primary Purpose of Organizational Unit
The Engineering Services Department (ES) within Facilities Services provides engineering services to the UNC Chapel Hill campus, a highly complex campus with a large number and variety of buildings and structures. ES provides engineering expertise for all engineering facets for the campus. ES is responsible for project development for all University Engineering led projects including repair, renovation and new construction; management of capital budgets and administration of design contracts associated with these projects. In addition, ES is responsible for development of high functioning campus engineering design standards, design of engineered systems, inspection of all projects implemented within campus buildings, engineering support of Building Services personnel, leads energy management and water conservation efforts, and building commissioning services.

Position Summary
A SIGN-ON BONUS OF $7,500 IS AVAILABLE FOR THE SUCCESSFUL APPLICANT OF THIS POSITION PAID IN 2 INSTALLMENTS WITHIN 12 MONTHS OF HIRE:
$3,750 WITHIN 30 DAYS OF HIRE DATE & $3,750 12 MONTHS AFTER HIRE DATE.
Overall management responsibilities for the supervision, maintenance and operations and strategic planning for the Facility Engineering section, which has responsibility for all engineering project management, engineering planning, design and implementation activities, both engineering and architecturally led. Works closely with the Energy Management section of Engineering Services to ensure systems designs meet or exceed mandated energy standards, and provides daily engineering support for Facilities Services maintenance personnel for the UNC-CH main campus, outlying facilities associated with UNC, and Carolina North. Leads and directs the development and implementation of new rules, policies and procedures in response to evolving changes within Facilities Services. Manages and anticipates complex and problematic work situations and develops solutions, and resolves unique and unusual problems that arise on a campus with such large and diverse engineering systems, including highly critical containment and vivarium research labs. Serves as a working manager and has project management responsibilities along with the responsibility of supervision of other project managers. Manages a staff of professional engineers and designers who provide engineering services for maintenance, renovation and new construction projects, including providing professional project design services needed by the campus community. Creates plans, specifications, cost estimates, design standards and guidelines for work to be completed by both force account labor, informal and formal contracts. Also administers open-ended engineering design contracts for the university, and provides design review for all capital projects and strategic planning for building systems including determination of long-range facility maintenance and repair. Manages the 241100 annual budget for urgent and emerging building system repairs.

Minimum Education and Experience Requirements
Engineer Supervisor: Bachelor’s degree in the engineering discipline related to the area of assignment and four years of related engineering experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Architect Supervisor: Bachelor’s degree related to the area of assignment and four years of related experience; or equivalent combination of training and experience. Licensed to practice architecture or landscape architecture by the North Carolina Board of Architecture or the North Carolina Board of Landscape Architects. All degrees must be received from appropriately accredited institutions.

Required Qualifications, Competencies, and Experience
Registration as an Engineer in the State of NC or ability to obtain registration prior to start date.
Thorough knowledge of and ability to interpret engineering theory, state and federal rules and regulations governing engineering, public bid laws, and agency/university practices, procedures and principles.
North Carolina Driver’s License or ability to obtain one prior to start date.

Preferred Qualifications, Competencies, and Experience
At least four years of related supervisory experience. Ability to communicate effectively orally and in writing, provide technical direction to others, and establish and maintain effective working relationships.
Strong interpersonal skills, good leadership skills, and basic personnel and fiscal management skills.
