Job Description
DIRECTOR – U.S. PUBLIC AND REGULATORY POLICY (JOB NUMBER: PUB000017)


Business Overview:

BNP Paribas’s effectiveness in building sound corporate governance, building strong relationships with key regulators and other government officials, managing successful regulatory exams, and building a reputable public identity in the regulatory sphere are crucial to the bank’s success in the United States. The Regulatory Strategy and Policy (RS&P) function oversees this scope and is comprised of three linked teams, Supervisory Relations, Public and Regulatory Policy (Policy) (based in New York City), and Government Affairs (based in Washington, DC). This role will report to the Head of U.S. Public and Regulatory Policy.


  • Willing to have hire sit in either our New York office or Washington, DC office.

The Policy team executes the following responsibilities


Policy Development and Ownership:

  • Leverages industry intelligence and internal expertise to track and prioritize issues of focus,
  • Leads the development and coordination of the substance of BNP Paribas policy positions with the U.S. government and regulatory agencies
    • Coordinates the development and execution of strategic policy positions for the U.S. platform regarding the U.S. government, regulatory agencies, and other government officials;
    • Leverages industry intelligence and internal expertise to track and prioritize issues of focus,
    • Analyzes developments in the United States and international policy that could impact the U.S. and global platform and
      • develops early awareness on regulatory developments;
      • works across business lines, functions, and regions to socialize information and agree on internal policy positions for BNP Paribas advocacy strategy; and
      • produces impact assessments (both quantitative and qualitative) of new U.S. regulations on BNP Paribas across business lines, functions and regions.

  • Provides strategic communications and updates to senior management:
    • Drafts policy position papers, memos, speeches, operational/management committee slides/updates, and other preparatory materials for U.S. territory and Global management.

  • Comment Letters and Trade Association Policy Engagement:
    • Leads and directs BNP Paribas participation in, and contributions to, all trade association comment letters on proposed regulations and regulatory actions material to BNP Paribas;

      The role will focus on Public Policy and Strategic Regulatory Analysis, to include:

    • Coordinating BNP Paribas positions and developing policy strategies on regulatory topics with Government Affairs, involving all relevant experts from business lines and functions within BNP Paribas;
    • Developing strong partnerships with senior internal stakeholders from Finance, Global Markets, Coverage, Capital Planning , Finance, Compliance, Risk and Legal among others, so as to fully understand the impact of regulations on their business strategy and provide full intelligence to them of developments in this external eco system;
    • Developing strong partnerships with senior external stakeholders from Trade Associations;
    • Coordinating with the DC Government Affairs function to execute the bank’s Washington strategy;
    • Organizing surveillance and monitoring of proposals of new U.S. regulation applicable to BNP Paribas activities;
    • Conducting impact assessment and produce memos for senior management on new U.S. regulation in collaboration with relevant internal stakeholders. Act as the key source of expertise and insight in this regard;
    • Contribution to the roll out of regulatory projects; and
    • Maintaining relationships with global peers and head office personnel covering similar topics in other jurisdictions.

Minimum Required Qualifications:

  • Strong Word, Excel and PowerPoint skills.
  • Excellent verbal communication abilities and superb writing abilities;
  • Strong leadership and coordination skills and team and consensus building; and
  • 8 + years of professional experience, during which time, the candidate was able to acquire a good knowledge of banking;
  • Strong experience in financial/business/legal analysis is required.
  • Master or equivalent degree in Law, Finance, Public Policy, International Affairs, Economics, Accounting, Business Administration or other related field of study;

Preferred Qualifications:

  • Existing industry (financial sector and / or DC eco-system (legislative or regulatory agency)) relationships would be an advantage; and
  • Experience in one or more of the following regulatory areas –prudential regulation (i.e., capital, leverage, and liquidity), ESG, digital assets, market regulation (i.e., derivatives, securities), or cybersecurity, or from within a public policy and regulatory affairs role or gained from experience within an economics, capital planning, trading floor strategy, financial control, risk, government, legal or trade association environment.
  • Prior public policy experience in the private sector, trade associations, or government, with demonstrable results in shaping outcomes would be a strong advantage; and

The expected starting salary range for this position in New York is between $215,000 to $248,000 annually. The actual salary may vary based upon several factors including, but not limited to, relevant skills/experience, time in role, base salary of internal peers, prior performance, business line, and geographic/office location.
