Duties
About The Position
The responsibilities of this position involve the provision of executive leadership, direction, and coordination to the determination and definition of long-range policy and program goals and to the development and execution of the activities of the Headquarters and coordination with the Regional operating components in the performance of their responsibilities under the statutory authorities of the OAA, EJA and PHS Act. The incumbent also serves as a member of the ACL leadership team and coordinates on agency-wide initiatives.
Plans, initiates, and directs the transformation of AoA program goals, objectives and plans into operational programs and policies at the Regional, State, Tribal and local levels. In this capacity incumbent directs and provides policy guidance and assistance to State and Area Agencies on Aging, and Native American and Tribal organizations, and services providers toward the development of community-based comprehensive and coordinated service delivery systems to meet the needs of older people and their caregivers and encourages them to become visible and effective advocates on behalf of older persons.
The incumbent plans, directs and evaluates the programs' evaluative, education, training, and technical assistance; program and service systems development; and the utilization of research and demonstration functions of AoA. Administers programs through contracts and discretionary grants to develop adequate knowledge for improving the circumstances of older people, advancing home and community-based services and infrastructures, and improving the quality of care in facilities and in community programs and services. Assures maintenance of information on relevant programs in other Federal agencies and national organizations that have potential for relating to these strategies. The knowledge base is used for policy decisions and program development and coordination in programs covering the entire nation.
Determines the strategy for and directs negotiation with other Federal, public, and private agencies in the implementation and execution of interagency agreements and other means of furthering and enhancing program operations.
Provides technical input to strategic planning, long-range planning and proposed operational plans and subject matter input to the budget process. Promotes coordination of programs under the OAA, EJA, and related sections of the PHS Act.
As a principal agency official and member of the Assistant Secretary's immediate staff, serves as the Assistant Secretary's principal advisor and representative on aging issues and program operations, development, training, and evaluation; policy formulation; major administrative and operations management decisions, and planning initiatives related to the OAA, EJA and related sections of the PHS Act. Exercises strong influence on intergovernmental affairs, external affairs, and approaches and strategies for community-based systems of care.
Represents the Assistant Secretary in contacts and negotiations with executives within and outside HHS, State and local officials, and constituent organizations on all programmatic and administrative matters impacting AoA. Engages in extensive engagement with aging stakeholders.

  • This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM.

Qualifications
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.
All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

  • Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
Mandatory Technical Qualifications (MTQ's)
This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume.
  • A minimum of five years demonstrated executive level experience in aging policy development, research, and/or program operations and implementation.
  • A minimum of five years demonstrated executive level experience in stakeholder and partnership development or coalition building of health and human services organizations or entities.

IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

There is no positive education requirement for this position.
Additional Information
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period
An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
Standards of Conduct/Financial Disclosure
