Job Description
Description of Work


The Division of Public Health is accepting applications for a Social Research Specialist I/Data Collector. This position resides in the Communicable Disease Branch, within the HIV/STD Surveillance Unit. The position conducts the various data collection and support activities necessary to implement the wide scope of operational activities of the Medical Monitoring Project (MMP), a supplemental HIV/AIDS surveillance project funded by the U.S. Centers for Disease Control and Prevention. MMP manages an annual interview and medical record review process with persons with HIV, to gather information on health care access and outcomes and other factors of interest, to help improve our services for persons with HIV in North Carolina. This position involves office work to recruit participants and to conduct telephone interviews and medical record reviews. Statewide travel, including overnight, may be involved to recruit medical provider's offices and various public facilities, to conduct recruitment field visits and in-person interviews, and to conduct on-site medical records abstractions and to acquire various types of information (patient lists, schedules, space availability) from medical providers.

The Communicable Disease Branch of the Division of Public Health primarily deals with infectious diseases that are reportable by law to the state health department, as well as a few other communicable diseases of public health significance, such as influenza, norovirus infection and certain healthcare-associated infections.


Knowledge, Skills And Abilities / Competencies

Qualified candidates must document on the application that they possess all of the following:


  • Valid NC Driver's license.
  • Experience discussing highly sensitive issues, such as sexual and drug use behaviors.
  • Experience working independently and effectively in a field setting.
  • Good interviewing skills.
  • Experience using computers, including a familiarity with electronic data collection software.
  • Experience communicating and working with persons with health issues.


Management Preferences


  • Experience locating persons and interviewing persons diagnosed with infectious diseases.
  • Experience working for a public health institution.
  • Bilingual, with the ability to communicate effectively in Spanish and English.
  • Understanding of medical terminology associated with HIV infection.
  • Experience with field investigations to locate persons, medical record abstractions at health care provider facilities, and communication with persons with HIV/STDs.
  • Experience with local and statewide resources for persons with HIV.
  • Experience utilizing and manipulating data.


Minimum Education And Experience Requirements

Bachelor's degree in a discipline related to the field assigned to the position from an appropriately accredited institution and one year of related experience;
