Essential Duties & Responsibilities:
- Appears and gives testimony in municipal, state, and federal courts and related hearings.
- Performs statistical and analytical research using computer data software, random statistical sampling, correlation and regression analysis, and probability studies; analyzes and interprets information to find significant differences and similarities in the information, or in the relationship among the various pieces of information and prepares conclusions and forecasts based on data summaries.
- Provides crime and intelligence analysis-related training to members of the police department.
- Makes presentations to police personnel regarding crime patterns and/or trends; coordinates crime analysis information within the department and with outside agencies as needed; works in collaboration with other jurisdictions to collect cross jurisdictional data.
- Performs other duties as assigned or required.
- Prepares time-sensitive reports and computerized mapping on crime data and trends for police personnel to use in their daily work; maintain the integrity and confidentiality of job-specific files, records, reports, maps, and databases.
- Conducts staffing / workload assessments; performs independent and directed research or statistical studies; conducts surveys, collects information, analyzes and interprets findings, and makes recommendations.
- Gathers and analyzes crime data for crime pattern detection, suspect-crime correlations, target-suspects profiles, and forecasts future crime trends; extract and analyze extensive data on workloads, response times, calls for service, and officer activity to assist with department budgeting.
- Determines patterns in criminal activity and crime trends, using a variety of methods such as interpretation of complex data and application of a variety of statistical methodology in addition to geographical analysis using complex geographical information system techniques.
- Maintains confidentiality of law enforcement sensitive information, including records that are downloaded from websites.
- Attends meetings and makes presentations representing the Police Department.
- Establishes and maintains working relationships with the public and other government and non-government agencies.
- Plans, designs, and implements a crime analysis and information systems program; evaluate and recommend computer software and hardware needs.
- Prepares, researches, analyzes, and recommends solutions to management stated and crime related problems.
- Disseminates information using pattern and trend reports, staff reports bulletins, computer readouts, graphs, charts, tables, written reports, or other methods to police personnel, other agencies, and the community; assists in patrol operation and officer deployment by collecting, analyzing and disseminating information from a variety of sources in the form of crime pattern bulletins and forecasting reports.
Minimum Qualifications:
Education: Bachelor's degree in Public Administration, Criminal Justice, Criminology, Statistics, Computer Science or related field
Experience: Two (2) years' of experience working in a criminal justice environment performing data analysis/research; which includes a minimum of one (1) year experience in the collection, analysis, and interpretation of police data; or any equivalent combination of education, training, or experience
Preferred Qualifications: Familiarity with ARC/GIS and Bair Analytics preferred
Licenses and/or certifications Required: CCIC/NCIC certified or the ability to become certified within 30 days of hire
Knowledge, Skills, and Abilities:
- Ability to work rotating shifts, including nights, weekends, and holidays
- Ability to read, write, spell, and perform basic mathematical calculations, such as addition, subtraction, multiplication, and division
- Ability to type 30 words per minute
- Ability to operate general modern office equipment, including Teletype, keyboards, 10-key adding machines, and telephones
- General knowledge of principles and procedures for utilizing data base information systems
- Ability to visually distinguish colors on computer screens
- Ability to establish and maintain effective relations with supervisor, other departments, public agencies, the public, and fellow personnel
- Ability to remain calm and function effectively under circumstances that present emergency situations
- Ability to effectively read and interpret information from various computer screens simultaneously while communicating via audio equipment
- Considerable knowledge of CCIC/NCIC operations and procedures
- General knowledge of laws applicable to dispatch services performed
- Ability to become thoroughly knowledgeable of Town/regional geography
- Ability to process multiple calls simultaneously
Decision Making:
Work is performed within authorized limits prescribed by the supervisor and/or policy. Exercise independent judgment in selecting and interpreting information, handling deviations from standard methods and resolving problems. Finished work is reviewed for attainment of objectives and adherence to deadlines.
- Sedentary work for long periods of time

- Speech communication and hearing to maintain communication with employees and citizens
- This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
- Uses general modern office equipment, to include, keyboard, 10-key adding machines, and telephones
- Works primarily in a clean, comfortable environment
- Occasional physical work lifting no more than 10 pounds
- Occasional lifting, carrying, walking and standing
- Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
Must satisfactorily complete a polygraph and criminal background check prior to commencing employment.
