Job Description
Summary The Smithsonian Institution is the world’s largest museum, education, and research complex, with 21 museums and the National Zoo. This position is located in Smithsonian Institution’s Office of Smithsonian Facilities (SF), Office of Facilities Management and Reliability (OFMR). The Office of Facilities Management and Reliability provides the full range of building services through maintenance and operational zones. Responsibilities The Construction Control Representative provides expertise in facility maintenance, contracting techniques to best support building systems and execution of maintenance projects. In this position, you will: Acts as principal maintenance representative and contact on maintenance contracts, projects or programs with high visibility, sensitivity and fiscal responsibility. Serves as the contracting office's technical representative (COTR) for multiple (up to 50) maintenance contracts; oversees the management and integration of contractor operations, works closely with professional engineers, and maintenance operators engaged in maintenance activities. Oversees inspections of projects, including performing surveillance of contractor processes; problem investigation and resolution; validation of corrective actions; technical coordination; and liaison between the contractors and Smithsonian Institution personnel. Provides technical assistance and advice to other OFMR staff members and private contractors, including review of phase, milestone and final project work to ensure conformance with SF maintenance criteria, practices automated database software as a management tool to collect and track maintenance data and activities. Reviews design documents prepared by engineers/architects both within and outside of SF for a variety of maintenance projects to ensure quality of design, technical accuracy and specification clarity, system compatibility; offering alternative solutions or unique operational resolutions. Formulates systems, procedures and guidelines which will enhance efficiency and effectiveness of program planning, plans and specifications development and maintenance management methods including quality assurance. Qualifications Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-11 level in the Federal Service or comparable pay band system. For this position specialized experience is defined as interpreting plans and specifications during construction; coordinating on-site inspections; leading a team of crafts/trades persons engaged in construction work; and monitoring construction contract costs to ensure projects remain within budget. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week. Education Additional Information This position is included in the bargaining unit.
