Duties

The major duties include but are not limited to:

  • Attends national, regional and local conferences and meetings to remain current with, and to promote, the Hospital's position and expectations concerning outreach efforts; and,
  • Develops written materials (pamphlets, fliers, fact sheets, news articles, brochures, newsletters, etc.) which transmit information concerning the nature and purpose of services provided by the Hospital;
  • Applies thorough understanding of the Hospital's program policies, regulations and core competencies to provide staff-level advice and assistance to senior leaders in developing policy, goals, objectives, vision and values for the outreach and marketing program;
  • Prepares reports and correspondence to Hospital leadership regarding program policies, activities and status in accordance with market research, plans, develops and implements a comprehensive marketing plan;
  • Works with clinical services to collaboratively develop marketing plans for specific health care programs and product lines in order to increase the numbers of clinical referrals to the facility;
  • Uses market research techniques that include, but are not limited to, the development and use of appropriate survey instruments, focus groups and statistical analysis of results to aid in identification of target population;
  • Plans, develops and implements appropriate market research to ascertain perceptions, attitudes, needs and wants of beneficiaries and providers;
  • Leads the Hospital's efforts in planning and implementing its outreach/marketing program; Participates in developing a marketing strategy to identify prospective customers for outreach efforts;
  • Translates strategies into plans and actions, designed to build and maintain and grow the Hospital's customer base;
  • Develops, plans, initiates and evaluates a comprehensive marketing plan and implementation strategy based upon analysis and research to include demographic assessment, socio-economic indicators, geographic characteristics, existing health care sources, market share by providers and insurers, and utilization information by provider, specialty, and location;
  • Performs all other duties as assigned.
  • Identifies trends in customer satisfaction and identifies effectiveness of the marketing methodology and implementation strategies;
  • Shares information as necessary and incorporates results into the marketing and strategic planning process;
  • Develops, coordinates and conducts marketing audits and analyses of existing services and capabilities within the serviced area;
  • Formats promotional tools and outlines educational plans designed to target both beneficiaries and providers within the Hospital's catchment area;
  • Assists department chiefs in identifying their potential market to whom they should promote their clinical expertise;
  • Develops databases using survey research and design techniques;
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm.

Qualifications

To qualify for this position at the GS-11 grade level, you must meet one of the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Community Relations Specialist, and that is typically in or related to the work of the position to be filled. Specialized experience includes planning, coordinating and directing the marketing and outreach activities for the organization/healthcare system; developing written materials for a wide range of audiences (pamphlets, fliers, fact sheets, new articles, brochures, newsletters, etc.); identifying community events at which the organization's services may be promoted; collecting and analyzing data; preparing reports and correspondence; communicating with groups and/or individuals with varying levels of understanding and different interests and perspectives. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~
Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Community Relations Specialist position. Combination: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills and abilities necessary to do the work of the Community Relations Specialist position and must have been obtained in an accredited college or university. Physical Requirements: The work of this position is primarily sedentary, although some physical effort may be required. Some walking, standing, bending and carrying of light office items, computer equipment, presentation aids, displays and packets is required. The person in this position will be required to make periodic visits to other facility's, local community organizations, training sites and other locations.
Work is often performed in an adequately lighted and climate controlled office, but it is also performed at community venues.
Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
