The City of Oakland is currently recruiting to fill four (4) Community Intervention Specialist (MACRO) vacancies within the Oakland Fire Department.


The Mobile Assistance Community Responders of Oakland (MACRO) Program is a community response program within the Oakland Fire Department (OFD) responsible for responding to non-violent, non-emergency calls for service. The purpose of MACRO is to meet the needs of the community with a compassionate care first response model grounded in empathy, service, and community. MACRO's goal is to reduce responses by police, resulting in fewer arrests and negative interactions, and increased access to community-based services and resources for impacted individuals and families, and most especially for Black, Indigenous, and People of Color (BIPOC).


Community Intervention Specialists (CIS) participate as members of a Mobile Assistance Community Responders of Oakland (MACRO) crew, partner with the Emergency Medical Technician (EMT) and serve as a liaison between health/social services and the community member as needed.

What you will typically be responsible for:

  • Performing data entry and using computer systems and software applications such as Microsoft Word and Outlook; operating electronic equipment and other electronic mobile devices

  • Maintaining situational awareness and de-escalating; performing under difficult conditions and de-escalating interactions with community members who may be agitated
  • Relating to the needs of a diverse community using a trauma-informed approach

Minimum Requirements For Application


Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable.


Education


High school diploma or equivalent. Accredited coursework or a degree in social work, sociology, counseling, psychology, gerontology, health services, human services or related field is desirable.


Experience


Two (2) years of experience serving in an advocacy/outreach/support role, providing referral services, and engaging heavily with the community. Personal or familial lived experience with mental health conditions, alcohol or other substance abuse, houselessness, detention/incarceration and/or violence is highly desirable. Experience in public health, trauma-informed, restorative, harm-reducing, and/or community-based approaches to intervention is desirable . Experience working with Oakland community members is highly desirable.


License Or Certificate


Possession of a Community Health Worker (CHW) certification is highly desirable.


Individuals who are appointed to this position are expected to operate automotive vehicles in the performance of assigned duties. Individuals must possess and will be required to maintain a valid California Class “C” issued by DMV throughout the tenure of employment.


Possession of a Cardiopulmonary Resuscitation Certificate (CPR), Automatic External Defibrillator (AED), and First Aid trained by the end of the probationary period.


Other Requirements


  • Must be a U.S. citizen or legally authorized to work in the United States.
  • Must be willing to work irregular hours including nights and weekends.
  • Candidates who receive offers of employment will be requiredto submit fingerprints, undergo a criminal record clearance, and have a physical examination including a TB screening.
  • Must have an acceptable driving record.
  • Bilingual skills are highly desirable.
  • May be required to wear a uniform when on duty and out in the field.

The Recruitment Process


The City of Oakland works with a Civil Service system. Applicants apply online, and HR staff reviews their experience, education, and training listed on the application against the “minimum qualifications” listed for each position.


Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge, skills, and abilities in job-related areas.


For this recruitment, all qualified applicants will be invited to the oral exam. You will be notified two weeks prior to the date of the oral exam. The tentative date of the oral exam is the week of August 14, 2023.


Candidates who pass will be placed on an eligible list. Some candidates may receive extra points, for example, if you are a Veteran with an honorable discharge, or if you are a current City of Oakland resident. If you’re applying to a “restricted” posting and you are eligible as a current City employee, you may also receive additional points for your City service. Extra points are only applied to passing scores, so if you do not pass every element of the testing process, you cannot use extra points to pass.
