Job Description
Description

Performs complex professional and administrative work supervising all activities of the Revenue Division and does related work as required. Work is performed under the general direction of the Deputy Financial Officer. Departmental supervision is exercised over all personnel within the division.

Essential Functions

  • Participates in system upgrades and implementations; Oversee and manage ongoing projects from the revenue division perspective
  • Supervises and participates in the delivery of customer service, billing and collection of funds, fees and permits due the City, parking ticket collections, special assessments, loans, general invoices, Stormwater and Utilities.
  • Prepares financial/statistical reports as required
  • Participate in hiring of staff, strategic planning, and establishing performance measures.
  • Responsible to oversee various account reconciliations.
  • Provides customer service and public relations to citizens and internal customers.
  • Establishes and enforces division rules, regulations and procedures; supervises divisions' administrative personnel.
  • Attends and participates in City Council and City/County Utility Commission meetings as required.
  • Establish internal control policies
  • Prepares request for proposals and negotiates with vendors for equipment and services.
  • Prepares and submits clear and concise resolutions for special assessment confirmations to City Council and the City/County Utility Commission
  • Prepares the division budget along with allocations to other departments and monitors expenditures.
  • Participate in annual external audit

Typical Qualifications

Education and Experience
Bachelor's degree with coursework in accounting, business administration or a related field and considerable business experience in an accounts receivable environment at a supervisory level; or equivalent combination of education and experience

Knowledge, Skills and Abilities
Thorough knowledge of the standard principles, procedures and practices of accounting, general laws and administrative policies governing business licensing activities, delinquent collections, bankruptcy law, loan servicing, foreclosure procedures, Utility policies, bank draft/deposit procedures, and web payment processes; ability to understand and follow oral and written directions; ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms and records; ability to post accounts and to perform mathematical computations with speed and accuracy; ability to evaluate work performed by employees; ability to plan, organize and direct the work of employees; ability to help establish and maintain effective working relationships with City officials, businesses, contracted vendors and the general public.

Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic).
