We are looking for a Children & Youth Behavioral Health Specialist to join the Office of Community Living (OCL)!

OCL
administers the state’s Long-Term Care (LTC) Services and Support (LTSS) programs, and provides oversight and monitoring for the state’s system for access to LTSS programs.

The Benefits and Services Management Division (BSMD) administers the state’s long term care programs such as nursing facility, hospital backup, and community long term care programs such as Home and Community Based Services (HCBS) waiver programs.

The Complex and Supportive Services Section within the BSM Division is responsible for developing, implementing, and administering benefit policy for nursing facilities, PACE organizations, Regional Centers, and Intermediate Care Facilities. Additionally, the Complex Needs Program and Evaluation unit within this section is responsible for implementation of legislation, best practices, and innovation for Medicaid members receiving OCL services to enhance access to OCL services and behavioral health services.

This position can work fully remotely from anywhere in the State of Colorado.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description of Job

WHAT YOU'LL BE DOING AS CHILDREN & YOUTH BEHAVIORAL HEALTH SPECIALIST:
  • Provides research, technical support and coordination activities on SOC services to the Department, Service Agencies, Community Centered Boards, and Case Management agencies.
  • Works collaboratively with Regional Accountable Entities (RAE), Service Agencies, Community Centered Boards, Case management Agencies, families, advocates and other youth and child serving systems to ensure alignment of services for children and youth with disabilities.
  • Department staff authority in children and youth behavioral health with a specialty in children and youth with disabilities to include intellectual and developmental disabilities (I/DD), high-fidelity wraparound services, and SOC.
  • Leads work with the Office of Medicaid and CHP Behavioral Health Initiatives to ensure development of a Wraparound workforce that includes training specific to working with children and youth with disabilities.
  • Provides expert knowledge on specific system challenges that children and youth with disabilities and their families or other supports report experiencing in order to recommend policy changes to improve access to services..
  • Department staff authority for SB19-195, Children and Youth Behavioral Health Systems Enhancements to implement high fidelity wraparound and improve services for Medicaid enrolled children and youth who are at risk of out of home placement.
  • Supports internal staff at HCPF for System of Care (SOC) activities in identifying new Federal authority needed to implement wraparound services and requires close collaboration with Accountable Care Collaborative (ACC) program specialists and MCEs.
  • Department staff authority with the Systems of Care & Section in the Office of Medicaid and CHP Behavioral Health Initiatives and Coverage for Systems of Care (SOC) at meetings, task forces, committees, and commissions.
  • Focuses on developing and maintaining clarity on how systems can best support children and youth with disabilities through the ACC program.
  • Monitors, tracks, and works to resolve service gaps for children and youth with disabilities.

MINIMUM QUALIFICATIONS:

Bachelor's degree from an accredited institution in a field of study related to public health, human
services, and/or health policy.

AND

Three years of professional experience with Medicaid or public policy, specifically managing complex projects and workflows, overseeing process improvement, or related.

Substitutions:

A combination of work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.

A relevant advanced degree from an accredited college or university may be substituted for the bachelor’s degree and at the agency's discretion, one year of professional experience respectively.

CONDITIONS OF EMPLOYMENT:
  • This is a term-limited position with funding through December 31, 2024. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply.
